MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />September 16, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, Chris Pryor, Claire Syrett, <br />Greg Evans, Mike Clark (via conference phone) <br />Councilors Absent: George Poling <br />Mayor Piercy opened the September 16, 2013, City Council meeting. <br />1. PUBLIC HEARING: Annexation for Pennington Family Trust <br />1. Rick Satre, spoke in favor of the annexation on behalf of the applicant. <br />2. PUBLIC HEARING: An Ordinance Concerning Publication of Snow Emergency Route <br />Maps; Repealing Section 5.684 of the Eugene Code, 1971; and Amending Section <br />5.686 of that Code <br />In response to questions, staff noted the map will no longer be published in the <br />newspaper, but an interactive color map of the route will be posted to the internet and <br />the department will mail out paper copies of the map on request. <br />No one signed up to speak. <br />3. PUBLIC HEARING: An Ordinance Concerning Permitted Overnight Sleeping; <br />Amending Section 4.816 of the Eugene Code, 1971; and Providing a Sunset Date for <br />Uncodified Provisions <br />1. Todd Hurlburt - supported four camps with 15 individuals per camp. <br />2. Sabra Marcroft - expressed frustration about the unmet needs of the homeless. <br />3. Charliene Toler - asked for a place to shelter people, the disabled, mentally ill, etc. <br />4. Michael Carrigan - supported increased number of campers in car camping program. <br />5. Wayne Martin - said Opportunity Village works well, more campsites are needed. <br />6. Michael Adams - supported increasing the number of rest stops. <br />7. Joshua 'Jersey" Tonkin - was unhappy about the poor treatment of homeless people. <br />8. Peter Grotticelli - said he wants many villages; enough to give shelter to thousands. <br />9. Leslie Robnett - expressed frustration with the way homeless are treated. <br />10. Conrad Barney - submitted a document about homelessness; said he wants to help. <br />11. Barbara Prentice - said the camper evictions caused camps to spring up all over. <br />12.
