MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />September 25, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, Greg Evans <br />Mayor Piercy convened the September 25, 2013, City Council work session. <br />A. WORK SESSION: Downtown Public Safety Strategy <br />Police Chief Pete Kerns and Municipal Court Administrator Cheryl Stone provided <br />background on the item and outlined plans to implement a new "Community Court" <br />program. <br />Council Discussion: <br />Support for and opposition to sunsetting the Downtown Public Safety Zone were <br />expressed, with some noticing improved safety and others voicing concern that <br />significant problems still exist. Most agreed that the Community Court model sounded <br />promising and that the issue of restrooms needs to be addressed. <br />B. WORK SESSION: Re- Designation of Striker Field Park <br />Parks and Open Spaces Planning Manager Neil Bjorklund introduced the item and <br />explained the process for re- designation. <br />MOTION and VOTE: Councilor Poling, seconded by Councilor Clark, moved to direct <br />staff to bring back to Council a plan for initiating re- designation of Striker Field as a <br />neighborhood park. <br />A friendly amendment requesting that staff bring back as part of the plan a public <br />hearing on the re- designation of this field was accepted. <br />PASSED: 6:2; Councilors Brown and Taylor opposed. <br />C. ADDITIONAL COUNCIL BUSINESS <br />1. Camping Ordinance Emergency Clause <br />City Attorney Glenn Klein informed the council that if a homeless camping site <br />was identified in the next 30 days, the ordinance passed by the council on <br />September 23, 2013, would require an emergency clause in order for council <br />to approve the site. <br />MINUTES — Eugene City Council September 25, 2013 Page 1 <br />Work Session <br />
