MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />July 24, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, George Poling, Mike Clark, Chris Pryor, Claire Syrett <br />Councilors Absent: Alan Zelenka, Greg Evans <br />Mayor Piercy opened the July 24, 2013, City Council work session. <br />A. ACTION: Ordinance Suspending Multi -Unit Property Tax Exemption (MUPTE) Program <br />Urban Services Manager Denny Braud and AIC Planning Director Carolyn Burke reviewed the <br />background data related to Envision Eugene, and proposed extending the MUPTE suspension for <br />up to one year. <br />Council Discussion: <br />• Give careful thought to revisions and create a program with good public benefit. <br />• Focus on affordable housing as well as other goals. <br />• Involve stakeholders and the community in the revision process. <br />• Consider goals of Envision Eugene when revising MUPTE program. <br />• Incentivize new housing in areas where we need or want it. <br />• Ensure that the general public understands why council is doing this and the value of MUPTE. <br />• Move revision process along in timely manner. <br />• Implement changes to program by Council's Spring Break, if possible. <br />MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve <br />Council Bill 5097, an ordinance extending the MUPTE suspension, except the sunset date <br />should be changed from January 31, 2014 to July 31, 2014.
