MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />October 30, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, Greg Evans <br />Mayor Piercy opened the October 30, 2013, City Council work session. <br />A. WORK SESSION: Envision Eugene Implementation: Single - Family Code <br />Amendments (City File CA 13 -3) <br />Senior Planner Alissa Hansen introduced the topic, reviewing Envision Eugene goals, <br />the code amendments, public engagement process, and project timeline. <br />The council requested more detailed information about the Planning Commission votes <br />on the package of amendments. <br />Council Discussion/ Questions /Concerns <br />• The council discussed the merits of including a sunset date with the proposed <br />code amendments. <br />• In response to concerns that only three neighborhoods were identified for <br />temporary code changes, staff clarified that the intent of the proposed <br />amendments is to promote more owner - occupied houses. <br />• A request was made to pull the alley access lot provisions from this package of <br />code amendments. <br />• Concerns were expressed that the approval criteria are too vague; a request was <br />made to define these in greater detail. <br />B. WORK SESSION: An Ordinance Amending the Eugene - Springfield Metropolitan <br />Area General Plan Text, Chapter IV; Adopting a Severability Clause; and Providing <br />an Effective Date (City of Eugene File MA 13 -3) <br />Interim Planning Director Carolyn Burke and Senior Planner Alissa Hansen introduced <br />the topic, reminding council the proposed amendments would only impact Chapter 4 of <br />the Metro Plan as required by HB 3337. <br />MINUTES — Eugene City Council October 30, 2013 Page 1 <br />Work Session <br />
