MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />November 18, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Mayor Piercy opened the November 18, 2013, City Council meeting. Senior Planner, Alissa Hunter - Hansen <br />introduced this topic and provided some general information to the Mayor, Council and community <br />members. <br />1. PUBLIC HEARING: <br />Ordinance 1- An Ordinance Concerning Single Family Code Amendments for Accessory <br />Buildings, Alley Access Lots and Secondary Dwellings; Amending Sections 9.0500, 9.2740, <br />9.2741, 9.2750, 9.2751, 9.2760, 9.2761, 9.3125, 9.3626, 9.6105, 9.6410, 9.6505, 9.6745, <br />9.6775, 9.6870, 9.8030, and 9.8405 of the Eugene Code, 1971; Adding Sections 9.1245, <br />9.2737 and 9.2779 to that Code; and Providing an Effective Date <br />Ordinance 2 - An Ordinance Concerning Single Family Code Amendment Protection <br />Measures Specific to the University Area; Amending Sections 9.1245, 9.2 735, 9.2 740, <br />9.2741, 9.2750, 9.2751, 9.2761, 9.6410, 9.6745, 9.8030, and 9.8415 of the Eugene Code, <br />1971; and Providing an Effective Date (City File CA 13 -3) <br />Senior Planner Alissa Hansen introduced the topic and provided general information about the <br />proposed code changes. <br />1. Bill Aspegren - supported the interim protection measures but not the R -1 amendments. <br />2. Pamela Miller - supported the interim protection measures but not the R -1 amendments. <br />3. Carolyn Jacobs - supported the interim protection measures but not the R -1 amendments. <br />4. Marsha Shankman - supported the interim protection measures but not the R -1 amendments. <br />5. Sue Prichard - supported the changes; separate protection measures from R -1 changes. <br />6. Nancy Reckord - supported the interim measures and preserving neighborhood livability. <br />7. Tim Shinabarger - asked council to hold record open for an additional week; not supportive <br />8. Bill Randall - represented the Planning Commission and provided info on their deliberation. <br />9. Libby Bottero -requested that Amazon Neighborhood be removed from the interim measures. <br />10. Mia Nelson - said not enough is being done to increase density within urban growth boundary. <br />11. David Sonnichson - supported the interim protection measures; suggested an area study. <br />12. Andrew Fisher - asked council to delay action so neighborhoods can study proposal. <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Poling, moved to leave the <br />record open for an additional week. PASSED 8:0. <br />2. ACTION: An Ordinance Amending the Eugene - Springfield Metropolitan Area General Plan <br />Text, Chapter IV; Adopting a Severability Clause; and Providing an Effective Date (City of <br />Eugene File MA 13 -3) <br />
