MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8u Avenue <br />Eugene, Oregon 97401 <br />January 27, 2014 <br />5:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris <br />Pryor, Claire Syrett, Greg Evans. <br />Councilor Pryor convened the January 27, 2014, City Council work session, noting that Mayor Piercy was <br />in Washington DC on the United Front trip. <br />A. WORK SESSION: Rest Stop Discussion <br />The City Attorney introduced the item and provided background information. The council <br />discussed sunset date options and their interest in working with the County to share <br />responsibility for the homeless issues. <br />MOTION: Councilor Syrett, seconded by Councilor Poling, moved that City Manager bring <br />back for public hearing on February 18, a proposed ordinance extending the sunset date <br />on the rest stop ordinance until July 1. 2014. <br />AMENDED MOTION AND VOTE: Councilor Clark, seconded by Councilor Brown moved to <br />change the sunset date to October 31, 2014 (to coincide with the Opportunity Village pilot <br />timeline). PASSED 6:2; Councilors Taylor and Poling opposed. <br />AMENDED MOTION AND VOTE: Councilor Clark, seconded by Councilor Evans, moved to <br />direct the City Manager to begin negotiations with the County for how we might work <br />more effectively on a project together or transition that responsibility to them. (Clarified <br />to mean: direct the City Manager to bring back to council options in conjunction with <br />discussion with the County for how we might transition this to a more regional approach.) <br />PASSED 8:0. <br />VOTE ON MAIN MOTION AS AMENDED: PASSED 8:0. <br />B. WORK SESSION: Fireworks <br />Eugene Police Lieutenant Scott Fellman and Fire Marshal Al Gerard introduced the item and <br />provided information and statistics on accidents, injuries and safety concerns related to legal and <br />illegal fireworks. <br />Council raised and discussed several ideas, including: <br />• Increase fees for permits to sell fireworks. <br />• Increase fines for violations and keep the money at the municipal level. <br />• Increase enforcement efforts (expensive and resource - intensive). <br />• Educate the general public about more responsible use of fireworks. <br />• Identify a revenue source to cover the cost of enforcement. <br />MINUTES — Eugene City Council January 27, 2014 Page 1 <br />Work Session <br />
