MINUTES <br />Eugene City Council <br />Harris Hall, 125 East Bf Avenue <br />Eugene, Oregon 97401 <br />February 26, 2014 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, George Poling, Mike Clark, Chris Pryor, Claire <br />Syrett, Greg Evans <br />Councilors Absent: Alan Zelenka <br />Mayor Piercy opened the February 26, 2014, City Council work session. <br />A. WORK SESSION: Rest Stops <br />City Manager Jon provided background information and outlined his recommended motion as <br />follows: <br />I move that council approve the City Manager's recommendations, including: (a) Council authorizing <br />one additional rest stop at the NW Expressway location; (b) staff working with social service <br />providers to assist campers at the Broadway /Hilyard site in transitioning to one of the rest stop <br />locations, Mission, car camp locations or other venues; and (c) staff closing the Broadway /Hilyard <br />location beginning not later than April 1, 2014. <br />MOTION: Councilor Poling, seconded by Councilor Syrett, moved that the council approve <br />the City Manager's recommendation of Council authorizing one additional rest stop at the <br />Northwest Expressway location. <br />MOTION TO SUBSTITUTE: Councilor Clark, seconded by Councilor Evans, moved to <br />substitute to re -join the elements of the original suggested motion (parts A, B and C.) <br />PASSED, 4:3, Councilors Poling, Brown and Taylor opposed. <br />VOTE ON SUBSTITUTE MOTION: PASSED 5:2, Councilors Poling and Taylor opposed. <br />Council discussion <br />• A suggestion was made to add a second rest -stop at the NW Expressway site, with a maximum of <br />15 people and an on -site manager. <br />• Eugene Mission and Opportunity Village residents are required to be both drug and alcohol free. <br />Where will disabled and drug or alcohol dependent people go for shelter? <br />• Concerns were expressed about 'campgrounds' when rest stops were the original intention. <br />• It was suggested that the council focus on more permanent shelters or housing solutions. A joint <br />meeting with Lane County to discuss opportunities for collaboration was proposed. <br />• Human Services Commission should be leading the rally to provide homeless shelters. <br />MINUTES — Eugene City Council February 26, 2014 Page 1 <br />Work Session <br />
