combination with updates to actual costs for bond - funded projects, the net result is an increase in <br />SDC rates ranging from about 1.81% to 1.92 %, depending upon the strength of wastewater <br />discharge associated with development categories contained in the rate schedule. As such, this <br />inflationary adjustment will not result in a 5% or greater fee increase within a 12 -month period. <br />E. Based on: (1) the park development/renovation cost adjustment using the <br />Engineering News - Record 20 -City national average Construction Cost Index (December 2012 <br />through May 2014) and, (2) the park land acquisition cost adjustment using the Lane County <br />Assessment & Taxation office's published 2013 Sales'Ratio Report, it is necessary to adjust the <br />Parks System SDCs by implementing an average 1.9% increase in the Parks System SDC for <br />residential development, and an average 1.7% increase in the Parks System SDC for <br />nonresidential development. As such, these increases will not result in a 5% or greater fee <br />revision within a 12 -month period. <br />F. Based on the Engineering News - Record 20 -City national average Construction <br />Cost Index, it is necessary to amend the Local Wastewater System and Transportation System <br />SDCs by implementing a 4.0% increase for those SDCs and a 4.0% increase to all rate <br />components of the Stormwater System SDCs with the exception of the estimated Low Impact <br />Development (LID) system capacity project costs that were adopted by City Council per <br />Resolution No. 5100, effective March 1, 2014. As such, these increases will not result in a 5% <br />or greater fee revision within a 12 -month period. <br />G. Notice of the proposed inflationary adjustments was given by providing copies of <br />Administrative Order No. 58- 14 -08, including Exhibit A (the proposed amendments) and Exhibit <br />B (the Notice), to the Mayor and City Councilors; making those documents available for <br />inspection by interested persons at the office of the City Engineer, Public Works Department, 99 <br />East Broadway, Suite 400, Eugene, Oregon, 97401; and by posting those documents at two <br />locations at City Hall on May 30, 2014. In addition, Notice of the adjustments was published in <br />the Register -Guard Newspaper on May 30, 2014, and persons who requested. notice of the <br />amendments were mailed informational postcards as notification of the proposed amendments. <br />H. Notice provided that written comments would be received for a period of 15 days <br />from the date of posting and publication. No comments were received within the time or in the <br />manner set forth in the Notice. <br />I. I find that the proposed inflationary adjustments set forth in Exhibit A are <br />consistent with adopted policies of the City, are in conformity with applicable state law, are <br />authorized by Section 7.710(5) of the Eugene Code, 1971, and should be implemented effective <br />July 1, 2014. <br />On the basis of these findings, I order that: <br />1.
