The actions included in this ordinance are quasi-dudicial; so we will use quasi- judicial format for this public hearing. Do any councilors have information to share based on visits' to the site ? City Manager: Introduces topic, staff, and presents background information; states list of criteria of approval. Mayor: Testimony, arguments' and evidence presented must be directed toward the approval criteria or other criteria in the plan that the speaker befieves should apply to the decision. The failure to raise an issue with sufficient specificity to allow the City Council and parties to respond will preclude appeal on that issue. Mayor: The Request to Speak forms have been separated into three groups and speakers will be called in the following order: those in support of the proposed ordinance, those with a neutral position, and those opposed to the proposed ordinance.
