Mr. Mayernik are not related to the passenger pick -up fee. Omni Shuttle will not be subject to the passenger pick up fee. However, it should be noted that Omni Shuttle operates under a contract with the airport and pays accordingly. Lastly, the signage for passengers leaving the terminal does not appear to be blocked. No changes are being made to the fees as a result of this comment. E. Based upon the above findings and the findings in Administrative Order No. 58- 14-12, I have determined that the proposed amendments to the Airport Fee Schedule should be adopted as proposed. In determining the charges, I have investigated the following factors: 1. The amount charged for such use in the past; 2. Comparable amounts or rates, if any, charged by other airports; 3. The amounts or rates and other municipal benefits agreed to by comparable users of the airport in a contract, lease, or permit; 4. The revenue needs of the airport; 5. Applicable user fee policies set by the City Council; 6. The consideration paid to the City by comparable users of the Airport; 7. The need to create incentives for businesses to locate and operate at the Airport; 8. The benefits obtained by the business from its operations at the Airport; and, 9. The need for a variety of economically viable Ground Transportation Activities at the Airport. On the basis of these findings: 1. Effective September 1, 2014, the Airport Fee Schedule is amended as set forth in Exhibit A attached to this Order, and Administrative Order No. 58- 14 -09 -F is repealed. 2. The unamended fees established by Administrative Order No. 58- 14 -09 -F remain in full force and effect and are incorporated into the fee schedule attached as Exhibit A to this Order. 3. A copy of this Order shall be mailed to persons who have requested a copy of the Order. A copy shall also be forwarded to the Mayor and City Councilors. Unless a request for Council review is made by two Councilors within ten days of the date of this Order, the Order shall become final on the 1 l day after the date of this Order.
