3. The AASHTO Guide to Bicycle Facilities, 4 th Edition recommends bike <br />lanes on both sides of a two -way street except for streets with appreciable grade. On <br />streets where downhill grades are long enough to result in bicycle speeds similar to motor <br />vehicle speeds, then a bike lane may be provided only in the uphill direction where speed <br />differential may present a safety issue. <br />4. Bike lanes are not a standard feature of Neighborhood Collectors. The <br />existing Neighborhood Collectors south from Bailey Hill, starting with Warren and <br />continuing as Timberline Drive have marked bike lanes. This extension of the uphill bike <br />lane improved the bicycling network. <br />5. Timberline Drive will be undergoing a Pavement Preservation project, <br />providing the City with an opportunity to develop bicycle facilities to adopted and <br />recommended standards. <br />6. If parking is removed from the west side of Timberline Drive, Timberline <br />Drive is wide enough to support the addition of an uphill bike lane. The width of <br />Timberline Drive varies from block to block but features a consistent minimum width of <br />29' -6 ". The existing street cross section would provide for two 12' travel lanes and allow <br />for a marked bike lane at least 5' wide. Any additional street width will be added to the <br />bike lane up to 6 foot maximum. Any additional width will be added to the travel lanes. <br />7. Representatives from adjacent homeowner's associations (Somerset Hills <br />VIII and Somerset Hills III) are supportive of removing parking due to the <br />unpredictability of the presence of on- street parking and narrowing of the street that <br />occurs when cars are parked on the street. <br />8. On- street parking bays exist on the east side of Timberline Drive between <br />Skyview Lane to Wintercreek Drive. All observed on- street parking demand can be <br />accommodated within these east -side parking bays if on street parking were removed <br />from the west side. <br />9. Removing parking from the west side of Timberline Drive will provide <br />space to extend the current uphill bike lane to the south providing a safer space for people <br />on bikes to operate, making the adjacent travel lane width more predictable, and enabling <br />the public to use Timberline Drive in a more efficient, multimodal manner and, therefore, <br />is in the best interest of the public. <br />On the basis of these findings, I order that: <br />1. Parking shall be removed from the west side of Timberline Drive from private <br />road serving 2700 -2750 Timberline Drive to Wintercreek Drive.
