RESOLUTION NO. 5140 <br />A RESOLUTION AMENDING THE NEIGHBORHOOD <br />ORGANIZATION RECOGNITION POLICY ADOPTED BY <br />RESOLUTION NO. 2554,AND THE GUIDELINES FOR THE <br />NEIGHBORHOOD ORGANIZATION RECOGNITION POLICY <br />ADOPTED BY RESOLUTION NO. 3746. <br />The City Council of the City of Eugene finds that: <br />A. <br />On August 23, 1976, Resolution No. 2554 was adopted amending the <br />Neighborhood Organization Recognition Policy (“NORP”).On January 26, 1983, Resolution <br />No. 3746 was approved adopting guidelines for the NORP. The NORP specifically prohibits <br />commercial advertising in newsletters unless it is financed by funds other than City funds. <br />B. <br />In 2014, City Council approved a reduction in the FY15 allocation for outreach <br />by neighborhood associations. Although the City Council restored the funding for FY16, it is <br />not guaranteed in future years. In order to seek financial support for their printed outreach <br />materialspotentially offsetting future decreases in City funding, neighborhood associations <br />should be permitted to include advertising in neighborhood publications.Therefore, it is <br />necessary to amend the NORP and the NORP Guidelines to allow such advertising. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1 <br />.Subsections (a) and (b) of Section 3 of the Neighborhood Organization <br />Recognition Policyadopted by Resolution No. 2554, and the Guidelines for those sections <br />adopted by Resolution No. 3746,areamended to provide as follows: <br />Section 3.Functions and Responsibilities of the City. <br />(a)The city will provide recognized neighborhood organizations with <br />funding <br />\[supplies, printing, mailing,\]and limited staff assistance to aid in their <br />activities, subject to budgetary allocations. <br />Guidelines: <br />The main allocation of funds for neighborhood \[printing, mailing, and supplies <br />outreach has <br />for organizations has been forneighborhood newsletters and flyers\] <br />included printed and electronic publications, and event support. <br />\[There is a <br />Neighborhood Liaison position in the City Manager’s Office to assist inthe <br />implementation of the Neighborhood Recognition Policy.
