EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br />Action: An Ordinance Levying Assessments for Constructing Sidewalks, Curbs, Gutters, <br /> Conduit, and Storm Drainage System on Santa Clara Avenue from River Road to <br /> Approximately 600 Feet West; and Providing an Immediate Effective Date <br /> (Contract #2005-10) (Job #4108) <br /> <br />Meeting Date: January 24, 2005 Agenda Item Number: 6 <br />Department: Public Works-Engineering Staff Contact: Paul Klope <br />www. cl. eugene, or. us Contact Telephone Number: 682-5246 <br /> <br />ISSUE STATEMENT <br />This item is to approve the Hearings Official's Findings and Recommendations of January 13, 2005, and <br />adopt an ordinance levying assessments for constructing sidewalks, curbs, gutters, conduit, and storm <br />drainage system on Santa Clara Avenue from River Road to approximately 600 feet west. <br /> <br />Please note: An immediate effective date is requested with this ordinance since the assessment <br />calculations are based on the Council action of January 24, 2005. An immediate effective date <br />requires a 2/3 majority or 6 affirmative votes from the Council to enact. Ordinances without an <br />immediate effective date do not take effect for 30 days. Without an immediate effective date, an <br />additional 30 days of interest will accrue. <br /> <br />BACKGROUND <br />The project was initiated by three Irrevocable Petitions received by the City, and City Engineer initiated <br />the preparation of plans and specifications, pursuant to Section 7.160(8) of the Eugene Code, 1971. The <br />bids were opened on July 1, 2004, with Brown Contracting, Inc. as the low bidder. <br /> <br />The City Council formed the Local Improvement District (LID) on August 12, 2004. <br /> <br />This item relates to the Council Goal of"Safe Community - A safe community where people feel secure <br />and respected." Improvements to Santa Clara Avenue advances to goal "to improve street safety" by <br />bringing Santa Clara Avenue up to full City standards and meets the current and future pedestrian, <br />bicycle and vehicular needs in this developing area of the community. <br /> <br />Financial and/or Resource Considerations <br />Assessment costs are calculated based on the actual cost of the project.
