As the MPO for the <br />Eugene-Springfield metropolitan area, the Metropolitan Policy Committee (MPC) is a member of <br />OMPOC as are the other five MPOs in Oregon. OMPOC has developed a draft Legislative Policy <br />Concepts and Objectives document for which it is seeking feedback from the MPC. The MPC has asked <br />its member agencies for comments before drafting final comments to share with OMPOC. <br /> <br /> <br />BACKGROUND <br /> <br />The Legislative Policy Concepts and Objectives is intended to serve as a guide for OMPOC’s legislative <br />agenda. There had been an OMPOC summit scheduled for October 12 – 13 at which the Legislative <br />Policy Concepts and Objectives were to be discussed and finalized. However, due to a low number of <br />registrations, the summit has been postponed; it will likely not take place until next year. The next <br />discussion of the OMPOC document at the MPC will take place in November at the earliest. <br /> <br />There was a discussion of the OMPOC document at the September 13 MPC meeting. Attached is the <br />draft document that served as the basis for the discussion. The highlighted “track changes” in the <br />document reflect suggestions that were recommended by MPC members at the September meeting while <br />the other changes were suggested by other MPOs. <br /> <br /> <br />RELATED CITY POLICIES <br />TransPlan and the Growth Management Policies are the two City-adopted policies that relate most <br />closely to the Legislative Policy Concepts and Objectives. From a staff analysis, the OMPOC document <br />appears to be consistent with the TransPlan policies and the Growth Management Policies. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />Discuss OMPOC document and provide guidance to the council’s representatives to the MPC. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />Besides providing guidance on the content of the Legislative Policy Concepts and Objectives, the <br />council may want to consider prioritization amongst the items in the document. <br /> <br /> L:\CMO\2007 Council Agendas\M071008\S0710087.doc <br /> <br />
