<br /> <br /> <br />RELATED CITY POLICIES <br />SB 417 requires the City of Eugene to assume responsibility for processing annexation requests and <br />public service district withdrawals within its UGB. It also removes the Boundary Commission as the <br />decision-maker with respect to extra-territorial extensions of water and sewer. The proposed ordinance <br />establishes the provisions to set out the City’s responsibilities with the abolition of the Boundary <br />Commission. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may consider the following options: <br />1. Approve the draft ordinance in Attachment A. <br />2. Approve the alternative draft ordinance in Attachment B. <br />3. Approve one of the draft ordinances (Attachment A or B) with specific modifications as <br /> determined by the City Council. <br />4. Deny the proposed ordinance. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />Option 3: The City Manager recommends the City Council adopt the draft ordinance attached as Exhibit <br />A, modified to include the increased notice recommended by the Planning Commission. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to approve the draft ordinance attached as Exhibit A, modified to include the increased notice to <br />500 feet, 30 days prior to council action, as recommended by the Planning Commission. <br /> <br /> <br />ATTACHMENTS <br />A.
