<br /> <br /> <br />team will facilitate a discussion with the council to help inform the completion of the conceptual <br />design process for the City Hall Complex. <br /> <br />Police Patrol Facility Schematic Design <br />Schematic design options were developed for a Police Patrol Facility on the Garfield Street site <br />to test it in more detail relative to the space needs, site circulation, parking, and security require- <br />ments previously identified in the Development Plan Phase Space Needs Report. A two-story <br />patrol facility of approximately 33,500 gross square feet was identified as optimal and will <br />accommodate the required fleet and personally-owned vehicle (POV) parking with either surface <br />or structured parking. The proposed schematic design layout and associated costs will be <br />presented to the council. <br /> <br />Federal Building Schematic Design <br />Part of the existing Federal Courthouse building, located immediately north of the City Hall site, <br />has been identified as a possible transitional, short-term or long-term location for Municipal <br />Courts and the office of the City Prosecutor. To confirm both the viability and cost of this ap- <br />proach, schematic design options were developed to test the space needs and security require- <br />ments of those functions. Results of this study will be presented to the council. <br /> <br />Timing <br /> <br />Planning for the City Hall Complex has thus far been predicated on the possibility of referring a <br />ballot measure to voters on the November 2008 ballot. Extending the planning horizon two <br />years has many implications, particularly for the preservation and maintenance of the existing <br />City Hall building as well as other downtown facilities owned or leased by the City. Deferred <br />maintenance must be addressed if City Hall will be in use for several more years. The lack of <br />space in City Hall, 858 Pearl Street, and other downtown facilities will also need to be addressed. <br /> <br />A proposed schedule for council decision-making during the completion of the Implementation <br />Plan phase will be presented for input and feedback. While the current planning work needs to <br />be completed, we will also be looking for input from council on possible next steps for City Hall <br />Complex planning. The design team will facilitate a discussion of these issues with council at <br />the December 12 workshop. <br /> <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the council <br />values of effective, accountable municipal government; a safe community; and sustainable <br />development. The council has identified a continuing goal in 2007 to adopt an implementation <br />plan for a parallel process for the construction of a new City Hall and Police Patrol facility. The <br />approved City Hall Complex Action Plan identifies key issues that must be addressed as work <br />toward the goal progresses. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council is asked to provide feedback on the developing conceptual design of the consolidated <br />City Hall, the Police Patrol Facility, and the potential use of the Federal Courthouse for Municipal <br />Courts and City Prosecutor as well as the schedule for council decision-making during the <br />F:\CMO\2007 Council Agendas\M071212\S071212A.doc <br /> <br />
