<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Adoption of the City Council Committee on Intergovernmental Relations <br />Operating Agreements <br /> <br /> <br />Meeting Date: January 28, 2008 Agenda Item Number: 2C <br />Department: City Manager’s Office Staff Contact: Brenda Wilson <br />www.eugene-or.gov Contact Telephone Number: 682-8441 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is an action item to adopt the City Council Committee on Intergovernmental Relations Operating <br />Agreements (IGR Agreements). <br /> <br /> <br />BACKGROUND <br /> <br />The Council Committee on Intergovernmental Relations (IGR Committee) consists of three City Council <br />members, appointed annually by the Mayor. The Mayor serves as an ex-officio member of the IGR <br />Committee. <br /> <br />The purpose of the IGR Committee is to review state and federal legislative issues and make <br />recommendations to the City Council as to the City’s position on these issues. The IGR Committee also <br />acts on staff recommendations for grant and other funding opportunities from state and federal <br />governmental or private entities. <br /> <br />Throughout the 2007 State Regular Session, the IGR Committee reviewed their operating procedures and <br />discussed changes and procedures to streamline the business of the committee. The IGR Committee, <br />consisting of Councilors Bettman, Pryor, and Taylor, reviewed the draft IGR Agreements and proposed <br />final revisions at their June 15 and December 12, 2007 meetings. In December 2007, the draft IGR <br />Agreements were sent out to the new IGR Committee members, Councilors Ortiz, Poling, and Taylor, for <br />review. Additional changes were incorporated into the draft and presented for consideration here. <br /> <br /> <br />RELATED CITY POLICIES <br />Adoption of the City Council Committee on Intergovernmental Relations Operating Agreements relates <br />to the City Council Operating Agreements. The last time the Council Operating Agreements were <br /> <br />modified was in April of 2006 as affirmed by Resolution No. 4872. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may adopt, modify, or decline to adopt the City Council Committee on Intergovernmental <br />Relations Operating Agreements. <br /> <br /> <br /> F:\CMO\2008 Council Agendas\M080128\S0801282C.doc <br /> <br /> <br /> <br />
