The property subject to this request is located at 2685 River <br />Road (the former Santa Clara Elementary School site) and 84 Green Lane, on the east side of River <br />Road, south of Hunsaker Lane. The site includes 7.3 acres located north of Green Lane and 1.3 acres <br />located south of Green Lane. All of the property is within the Eugene city limits. The applicant <br />requests approval of Metro Plan and Refinement Plan amendments, and a zone change that will result in <br />7.3 acres being rezoned to C-2/PD/SR, Community Commercial with Planned Unit Development and <br />Site Review overlays, and 1.3 acres being rezoned to R-2/PD/SR, Medium Density Residential with <br />Planned Unit Development and Site Review overlays. This request does not include a specific <br />development proposal. <br /> <br /> <br />BACKGROUND <br /> <br />The City of Eugene Planning Commission held a public hearing on October 18, 2007, to consider the <br />requested Metro Plan amendment, refinement plan amendment, and zone change, received public <br />testimony (Attachment F) and closed the record. On November 5, 2007, the Planning Commission met <br />for deliberations. The Planning Commission continued deliberations on November 19, 2007, and, on <br />that date, voted 4 to 2 to recommend conditional approval of the requests to the City Council. The <br />conditions of approval recommended by the Planning Commission are set out on pages 33-34 of the <br />Planning Commission’s findings and recommendations, which is attached to this AIS as Exhibit E of <br />Attachment A. <br /> <br />The majority of the Planning Commission found that the specifics of the site (the site being a former <br />school) made this a unique situation and that the proposed refinement plan text amendment contains <br />restricting language that would ensure any future development proposal will be sufficiently limited (i.e. <br />by including use and building size limitations). The refinement plan text amendments proposed by the <br />applicant directly address those components of the River Road-Santa Clara Urban Facilities Plan that <br />restrict new community commercial development and result in the proposal being a “limited” <br />community commercial development.
