PUBLIC FORUM <br /> <br />Mayor Piercy reviewed the rules of the Public Forum. <br /> <br />Kate Perle <br />, 4740 Wendover Street, spoke as a resident of Santa Clara and an active member of <br />the Board of Directors of the Santa Clara Community Organization (SCCO). She wanted to <br />encourage the council to extend the code criteria so that it would ensure the public process <br />surrounding annexations would be “transparent.” She related that the SCCO supported Attach- <br />ment B, the alternative ordinance, in the council packet. She added that the SCCO requested that <br />the postings for any public hearings be posted in more public places for two successive weeks prior <br />to the public hearing, and that one of the postings should be at the proposed site with two other <br />postings at the nearest intersection of arterial or collector streets. She averred that there was not a <br />central location in the neighborhood where such items could be posted. Additionally, she asserted <br />that Eugene Code (EC) 9.7815 still allowed “staff a large latitude” to modify private annexation <br />requests “without any guiding criteria.” She opined that this was an on-going contentious process <br />in the neighborhood. She feared that without specific guidelines, the processes would leave the <br />neighborhood “as vulnerable as it did under the boundary commission.” <br /> <br />Joe Collins <br />, 2233 Hawkins Lane, quoted three letters to the editor of The Register Guard.
