ORDINANCE NO. 20334 <br /> <br />AN ORDINANCE ESTABLISHING THE S-HJM HISTORIC JOHANSEN- <br />MOODY HOUSE SPECIAL AREA ZONE, AND AMENDING THE <br />EUGENE ZONING MAP. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> A. Recognition of historic landmarks enhances the beautification of the city, <br />promotes the city's economic health, and preserves the value of these properties. The regulation <br />of designated historic landmarks provides a means to review changes to a landmark and ensure <br />that historic and architectural values are preserved. The Johansen-Moody House was designated <br />as a City of Eugene Historic Landmark on May 27, 2004. <br /> <br /> B. A Historic Special Area Zone is desirable for the Johansen-Moody House to <br />foster the continued preservation of the property by allowing appropriate uses beyond those <br />permitted in the R-1 Low Density Residential and establishing appropriate development <br />standards. <br /> <br /> C. Site-specific historic zones are generally established by ordinance without <br />codification. Copies of such ordinances are to be maintained at the City's Planning & <br />Development Department (Sections 9.3020 and 9.3450 of the Eugene Code, 1971 ("EC")). The <br />S-HJM Johansen-Moody House Special Area Zone is such a site-specific historic zone. <br /> <br />NOW, THEREFORE, <br /> <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> <br />Section 1. The S-HJM Historic Johansen-Moody House Special Area Zone is hereby <br /> <br />established and shall be subject to the following: <br /> <br /> (a) Purpose of S-HJM Historic Johansen-Mood¥ House Special Area Zone. The <br />S-HJM Special Area Zone is intended to afford the Johansen-Moody House Historic Landmark <br />("Johansen-Moody House") special treatment and protection so that the uses permitted and <br />restrictions imposed will preserve and allow rehabilitation of the landmark's character-defining <br />architectural features as an example of the Vernacular Gothic architectural style that is evident in <br />the structure's vertical articulation and framing, double-hung window frame moldings, boxed <br />eaves, decorative roof peak bracket, and front porch. Those character-defining features are <br />described in detail in the attached Exhibit A, Final Order for Historic Landmark Designation by <br />Eugene's Historic Review Board, May 27, 2004. <br /> <br /> (b) S-HJM Historic Johansen-Mood¥ House Special Area Zone Siting <br />Requirements.
