This work session is intended to provide <br />the council with the background on this matter prior to the public hearing. <br /> <br /> <br />BACKGROUND <br /> <br />The minor code amendment project is intended to primarily address code amendments raised by <br />community members. As a result of extensive public outreach over the past year, over 200 amendments <br />were suggested for inclusion. In August 2007, the Planning Commission met to determine which of <br />these suggested amendments would receive further consideration in the minor code amendment process <br />and selected 20 potential amendments to be further evaluated. Nearly all of the amendments selected by <br />the Planning Commission were rated as high priorities by various community members. These 20 <br />potential amendments were previously brought to the City Council at a work session in October 2007. <br />Following the Planning Commission’s selection of 20 potential amendments, “white papers” were <br />created by the project team to frame specific options for each code amendment. The project team <br />coordinated closely with various community members and neighborhood representatives on the more <br />complex issues to craft or refine conceptual alternatives and code language for inclusion in the white <br />papers. The proposed amendments on these topics reflect these jointly crafted alternatives and code <br />language developed through this collaborative process. <br /> <br />Subsequent to the Planning Commission’s selection of 20 potential amendments for further evaluation, <br />the City Council added four additional topics to pursue. These include adding the Growth Management <br />Polices to the purpose section, which was added during a work session on the Planning Division Work <br />Program; and creating building height transitions between R-1 Low Density Residential and R-3/R-4 <br />Limited High Density and High Density Residential zones; addressing parking requirements for multi- <br />family developments with more than three bedrooms; and adding a definition for “residential character” <br /> Z:\CMO\2008 Council Agendas\M080604\S080604B.doc <br /> <br />
