At their July 23, 2003, work session, councilors agreed to convene process sessions three <br />times annually, immediately following each council break. This process session was originally set for <br />January 12, but since several councilors were unavailable, the meeting was rescheduled. <br /> <br />BACKGROUND <br />At the September 8, 2004, process session, councilors discussed minor changes to the Council Operating <br />Agreements, which were approved on September 27, 2004, via Resolution 4812. With a new mayor and <br />two new councilors, the City Manager felt that it would be prudent to review the Operating Agreements <br />once again. <br /> <br />In addition, an overview of the City's boards, committees and commissions will be presented. During <br />the last recruitment period, concerns were expressed about some of the procedures used, as well as <br />suggestions made for improving the process. These issues, as well as an overview of the status of <br />boards, committees and commissions (see Attachment C) will be discussed. <br /> <br />At this meeting the council will also discuss possible topics to be raised at its upcoming retreat on <br />February 25-26. <br /> <br />Greta Utecht, Lane County human resources director and Alicia Hays, department director of the Lane <br />County Department of Children and Families, will facilitate the process session to allow for full <br />participation by elected officials and staff. <br /> <br />RELATED CITY POLICIES <br />No City policies are relevant to this discussion. <br /> <br />COUNCIL OPTIONS <br />The council may choose to amend the Operating Agreements, as well as begin to develop new methods <br />for the boards and commissions process. <br /> <br /> L:\CMO\2005 Council Agendas\M050208\S050208A. doc <br /> <br /> <br />
