Non-represented employees received a 3 % cost of living
adjustment on July 1, 2008.

The City Council will review the Police Auditor’s performance during the annual review of
performance of the Auditor; this is scheduled for October 2008.

RELATED CITY POLICIES
The council-adopted Financial Management Goals and Policies item F.5. states: “Consistent
with available resources, employee compensation will be market based, comparable to public
and private sector compensation paid in the relevant recruiting area.” The policy narrative
additionally explains that positions are considered to be “within market” when the rate is within

a band five percent above or below the median rate paid by surveyed agencies.

Per the Police Auditor’s employment contract section 6.1:
“The City Council will consider cost of living adjustments for Beamud at the same time that
other exempt employees receive cost of living adjustments. Cost of living adjustments for
the Police Auditor must be approved by the City Council and, if approved, the assigned
Police Auditor range will be adjusted accordingly.”

COUNCIL OPTIONS

A. Adjust the Police Auditor’s compensation by a cost of living adjustment of 3%, which is
equal to the increase that was given to non-represented employees effective July 1, 2008.

B.Make no adjustment to the Police Auditor’s compensation.

Z:\CMO\2008 Council Agendas\M080714\S0807142E.doc
