The school zone has a flashing light used as a traffic control device and operated as provided under <br />ORS 810.243; or (ii) If the school zone does not have a flashing light used as a traffic control <br />device, the person drives in the school zone between 7 a.m. and 5 p.m. on a day when school is in <br />session." ORS 810.243 provides: °`A flashing light used as a traffic control device to indicate that <br />children may be arriving at or leaving school that is operated to give notice under ORS 8 11. 111 <br />(Violating a speed limit) or 811.235 (Fine for traffic offenses in school zones) may be operated <br />only at times when children are scheduled to arrive at or leave the school." <br />G. Pursuant to the above -authority, I intend to establish a school speed zone on East <br />30th Avenue from approximately 200 -feet east of University Street to approximately 200 -feet west <br />of Harris Street. In making the decision to establish a school speed zone on East 30th Avenue from <br />approximately 200 -feet east of University Street to approximately 200 -feet west of Harris Street, <br />I considered all of the applicable criteria set forth in EC 5.055, including the consideration of state <br />law, Oregon Department of Transportation guidelines, traffic engineering principles and traffic <br />investigations. Based on the applicable criteria set forth in EC 5.055, the following findings <br />support my decision to establish a school speed zone on East 30th Avenue from approximately <br />200 -feet east of University Street to approximately 200 -feet west of Harris Street: <br />1, The 4J School District Safe Routes to School Program, the Camas Ridge Elementary <br />School administrator and parents of children attending Camas Ridge Elementary <br />School have requested establishment of a school speed zone on East 30th Avenue. <br />2. East 30th Avenue from approximately 200 -feet east of University Street to <br />approximately 200 -feet west of Harris Street is a minor arterial with a posted speed of <br />35 mph. The street has two eastbound through lanes, one west bound through lane and <br />a center turn lane. The pavement is predominately 46 -feet wide. <br />3. The Camas Ridge Elementary School campus is adjacent to East 30th Avenue from <br />University to Harris Streets. Main access to the school is from East 29th Avenue. <br />4. A grade separated pedestrian bridge crosses East 30th Avenue at University Street. The <br />bridge is not ADA accessible and does not serve bicyclists. <br />5. In 2014, the City constructed a pedestrian hybrid beacon at University Street and East <br />30th Avenue to assist pedestrian and bicycle crossings of East 30th Avenue for Camas <br />Ridge Elementary School students and the general public. <br />6. Students attending Camas Ridge Elementary School walk and bike along East 30th <br />Avenue to access the pedestrian hybrid beacon crossing and pedestrian bridge at <br />University Street. <br />Administrative Order -- Page 2 of 5 <br />
