Section 5. That the City Recorder is directed to send by mail postpaid, <br />a copy of such notice to each of the propert~r owners whose property is proposed to <br />be appropriated or to the agent of such owner where the postoffice address of such <br />owner or agent is known to him, and if such postoffice address of such owner or <br />agent be unknown to him, then such notice shall be directed to such owner or agent <br />at Eugene, Oregon as provided by Section 4, of Chapter 92 of the Charter of the <br />City of Eugene. <br />Section 6. That it is necessary for the convenience of the Citizens of <br />the City of Eugene, that said street be opened and extended and an emergency is <br />therefore declared to exist, and it is therefore declared to be for the immediate <br />preservation of the peace, health and safety of the City of Eugene that this <br />Ordinance become effective immediately upon its passage by the Common Council and <br />approved by the Mayor.
