p <br />•~~ <br />ORDINANCE 8704 <br />An Ordinance relating to National defense, providing for observance <br />of blackouts or other restrictions imposed by civil authorities or by the army <br />or navy of the United States, providing for penalties for violation, and declaring <br />an erriergeney. <br />The City of Eugene does ordain as follows: <br />I~ Section 1. The Council finds that in the present state oi' National <br />emergency it becomes necessary from time to time to impose blackouts upon order <br />of the civil authorities, or ~ti~e Army or Navy or both, and likewise that it <br />' becomes necessary to impose certain restrictions upon civil life of the community <br />in order that the welfare of the community and the Nation as a whole may be <br />~ 'preserved; note, therefore, it shall be unlawful for any person, firm or corporation <br />~ to refuse or neglect to comply with such orders as may be issued from time to <br />time relating to civil conduct and particularly as the same relates to orders <br />for blackouts, restricted use of motor vehicles and other such orders promul- <br />j gated by civil authorities, or by the Army or the navy of the United Stares, or <br />both. During any period of blackout it shall be unlawful for any person, firm, <br />or corporation to wilfully refuse or neglect to obey any of the following rules <br />~ and regulations or to wilfully refuse -or• neglect to obey any lawful order of <br />~ civil or military or naval authorities, or of the regularly or specially appointed <br />officers charged with the enforcement of the rules and regulations governing <br />! blackouts. The following general provisions shall apply: <br />IF YOU ARE AT HOME, IN A HOTEL ROOTv1 <br />OR ~PARTN~NT <br />1. Turn out all exterior lights. <br />2. See that no lighting in your house, room or apartment <br />is visible from the outside. <br />3. If you cannot obscure your windows with dark materials <br />turn off your lights, but do not use main switch. <br />4. Listen in on your radio. <br />5. T~anagements of hotels and apartment houses are responsible <br />for exterior lighting. <br />MOTOR VEHICLES, INCLUDING PF.IVATE AUTOMOI3ILES, <br />STREET CARS AND TROLLY COACHES AND-BUSSES <br />1. IVlotor vehicles, including private automobiles, street cars <br />and trolley coaches or busses, not equipped with lights <br />in accordnance with blackout regulations promulgated by <br />proper authorities and authorized, shall not be operated <br />during a blackout. <br />2. Motor vehicles, including private automobiles, street cars, <br />and trolley coaches or busses equipped with lights in <br />accordance with blackout regulations promulgated by <br />proper authorities and authorized, may be operated for <br />necessary travel at a speed not to exceed 20 miles per hour. <br />3. Headlights shall be operated only on dim or parking beam. <br />4. No interior lights shall be pe~rmYitted in any motor vehicle. <br />5. Do not drive with your lights out. <br />6. Do not park in front of fire exit, fire plug, hospital entrance <br />or at a street intersection. <br />7. Do not block center of street as fire apparatus, police cars, <br />or other emergency vehicles may have to answer emergency calls. <br />8.~ Clear all bridges. <br />STORES, T~.AltiITFACTURING COI'~?PANIES, AND <br />INDUSTRIAL PLANTS <br />1. Have district watchman or some other person on duty during <br />the blackout. <br />I <br />2. Be sure all exterior lights are out, including signs. <br />~ 3. See that interior lights are not risible~.-from the outside. <br />4. Your presence on the premises will aid materially in protecting <br />your property. <br />_~ <br />
