The <br />proposed adjustment follows adopted policy for implementing periodic adjustments to SDCs based on <br />an adopted cost index. <br /> <br />BACKGROUND <br /> <br />Council Action History_ <br />On September 23, 2002, the council adopted the System Development Charges (SDC) Methodologies <br />by Resolution No. 4740. The council has subsequently amended Resolution No. 4740 by adopting <br />Resolution Nos. 4748, 4767, 4768, 4770, 4794 and 4795 implementing various updates to local <br />wastewater, regional wastewater, stormwater, parks and transportation SDC methodologies and rates. <br />On March 25, 2004, the council was notified of inflationary adjustments of Systems Development <br />Charges for local wastewater, stormwater, and transportation systems adopted by Administrative Order <br />No. 58-04-04-F, effective April 5, 2004. Most recently, the council approved Resolution Nos. 4794 and <br />4795 dated June 28, 2004, adopting amended MWMC Regional Wastewater SDC methodology and <br />rates. <br /> <br />This action is being placed on the Consent Calendar because the resolution adopts a standard periodic <br />adjustment following policies and procedures previously adopted by the council. <br /> <br />Financial Considerations <br />SDCs provide a funding mechanism to account for the costs and value of infrastructure system capacity <br />required by new development. The SDC Methodologies adopted by the council provide for periodic <br />adjustments to SDCs to further account for changes in construction costs and system valuation.
