RESOLUTION NO. 4588 A RESOLUTION ADOPTING AS ITS GROUND RULES EUGENE CITY COUNCIL OPERATING AGREEMENTS. The City Council of the City of Eugene finds that: A. On December 1, 1997, the City Council passed Ordinance No. 20100, which, in part, amended Section 2.007 of the Eugene Code, 1971. B. Sections 2.007(1), (3), (6) and (7) of the Eugene Code, 1971, provide that the Council shall adopt council ground rules regarding City Council meetings which shall: 1. Establish dates and times that the Council meetings shall be held; 2. Provide for the manner of public notice to be given of the time and place for holding meetings of the council and of the boards, committees, commissions and subcommittees of the city, which shall be in compliance with the Oregon public meeting law; 3 . Include, but not be limited to: (a) Rules of procedure governing the conduct of all meetings of the councilor of any committee appointed by it as set forth in Robert's Rules of Order Revised and the quasi-judicial procedures of the code; (b) The dates and times of its meetings, including regular meeting; ( c) The content and order of agendas; (d) Requirements for public hearings other than those specified in the code or state law; and 4. Provide for the taking of written minutes of all its meetings in accordance with the public meeting law. C. Ground rules dated December 10, 1997, were previously adopted by Council motion. D. On March 15, 1999, the Council completed its process session and agreed upon changes to the council ground rules, hereinafter to be referred to as operating agreements. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1. Based on the above findings, the Council adopts as its ground rules the Eugene City Council Operating Agreements set forth in Exhibit A, attached hereto and incorporated herein. Resolution - 1
