<br />H. The availability and location of public facilities and the economic development <br />policies of the involved jurisdictions affect the type, amount and direction of growth in the region, <br />and these facilities and policies need to be evaluated as part of a growth management strategy for <br />the Southern Willamette Valley. <br /> <br />I. Development of a growth management strategy should include formation of a <br />technical advisory committee (T AC) comprised of staff from organizations with authority to <br />implement the strategy and, if possible, expanding an existing staff committee, such as the <br />Transportation Planning Committee for the Metropolitan Planning Organization, to include all <br />relevant organizations on the T AC. <br /> <br />J. The strategy may result in an intergovernmental agreement among TAC <br />organizations, possibly including Lane County, local and regional utilities and transit district, the <br />Oregon Department of Transportation, Eugene, Springfield, and cities within the commute shed of <br />the Eugene-Springfield metropolitan area, as defined by inter-city commute trends. <br /> <br />K. The agreement could include some or all of the following types of agreements: to <br />cooperatively address growth management and public facility issues, including transportation; to use <br />certain principles to guide growth management efforts, jobs/housing interactions, and transportation <br />improvements in the region; to establish target population and density levels for each urban growth <br />boundary (UGB); to implement provisions to protect transportation facilities, open space, watershed <br />health, and agricultural land; and to implement provisions to minimize/guide development in areas <br />outside and between UGB's. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1.
