<br />RESOLUTION NO. 4682 <br /> <br />A RESOLUTION CALLING A SPECIAL CITY ELECTION ON <br />SEPTEMBER 18, 2001, FOR THE PURPOSE OF REFERRING TO THE <br />LEGAL ELECTORS OF THE CITY OF EUGENE A CHARTER <br />AMENDMENT CONCERNING THE PROCESS FOR ELECTION OF THE <br />MAYOR AND CITY COUNCILORS. <br /> <br />The City Council of the City of Eugene finds as follows: <br /> <br />A. It would be in the public interest to submit to the legal electors of the City a measure <br />amending Section 20 of the Eugene Charter of 1976 to authorize the election of the Mayor and City <br />Councilors by means of instant runoff. <br /> <br />NOW, THEREFORE, based upon the above findings, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. A city election is called for the purpose of submitting to the qualified electors <br />of the City a measure attached as Exhibit 1 hereto, concerning the amendment of Section 20 of the <br />Eugene Charter of 1976 by numbering the current language as subsection (2) and by adding a new <br />subsection (1) to provide that the Mayor and City Councilors shall be elected by preference voting. <br />F or the purposes of this paragraph, preference voting means a system of voting for candidates for <br />nomination or election authorized by section 16, Article II of the Oregon Constitution, under which <br />an elector may express the elector's first, second or additional choices among the candidates for <br />nominations or election. The Charter amendment would grant the Council the discretion to <br />determine when preference voting should be used, including whether to postpone its use until after <br />the Legislature expressly authorizes its use. <br /> <br />Section 2. The City Council orders a special city election to be held in the City of <br />Eugene, Oregon, on the 18th day of September, 2001, in accordance with the provisions of Chapter <br />254 of the Oregon Revised Statutes, and the ballots shall be counted and tabulated and the results <br />certified as provided by law. <br /> <br />Section 3. The City Recorder is directed to give not less than ten (10) days' notice of the <br />city election by publication of one (1) notice in the Register Guard, a newspaper published in the <br />City and of general circulation within the City. <br /> <br />The foregoing Resolution adopted this 25th day of June, 2001. <br /> <br />~JL,! t::2J <br /> <br />, City Recorder <br /> <br />Resolution <br />
