Section 4. The City Manager shall publish on the City of Eugene's web site the candidates who pledge to comply with the city or state voluntary limits and those who have not made the pledge. The City Manager shall also publish in a local newspaper, on at least two occasions prior to the election, the names of those candidates who pledged to comply, and those candidates who have not made the pledge. Section 5. Those candidates who elect to participate in the voluntary program must declare such intention not later than 5:00 p.m. on the fifth working day after the filing deadline for a primary election or the primary ballot certification for the general election. Section 6. A candidate who follows these limits shall file the required state contribution and expense reports at the same time and using the same forms as candidates who have not made the pledge. Section 7. If the City of Eugene determines that a candidate who pledged to follow the limits has failed to do so, the City Manager shall provide the public with notice of that failure. Notice may be provided on the City's website or through publication in a local newspaper. Section 8. Candidates may be released from the pledge if other candidates in the race have not made and met the conditions of the pledge through the second reporting period. Section 9. The details and specific requirements of this voluntary program are shown in Exhibit A of this Resolution. Section 10. In determining the amount of expenditures and contributions, the City Manager shall rely on the same definitions as those used by the State of Oregon with respect to the reporting of campaign contributions and expenditures.
