M. on August 13th, 1928, there being present Mayor A. L. Williamso <br /> and all members of the Council, except McCully, Washburne, and Reid, who were <br /> absent. <br /> Meeting called to ol'der by the Mayor at 7:30 o'clock P. M. <br /> ("l <br /> . . . - <br /> A communication from Daivd Langmabk and Thfurshall Fields was read, in which <br /> said parties were asking for an exclusive franchise for the use of th e A v i at 'i on <br /> Field. A letter was also read from Tex Rankin, in which said party protested <br /> against the letting of a contract to anyone company for the exclusive use of the <br /> Avaition Field. lJhe ses two comlIIunicat ions, together wi th the. one recei ved from <br /> the Hobi Aiiways Company at, a former meeting, were refer'red to the Judiciary <br /> Committee and the City Attorney:'f_o!' further consideration and report at the next <br /> me'eting of the Council. Gouncilman Rugh s])oke against t,he letting of a contract <br /> to any Company or Gompanies for the Aviation Field. <br /> A communication from Frank Scott, Business Agent for" the "'ommon Laborers, <br /> asking that a mimLmum wage of $5.00 for eight hours work be established by the <br /> Council togetper with the petition from the Hod Carriers Union presented to the <br /> Council on July 234d, was referred to the Judiciary Coauni ttee for report at the <br /> next meeting of the Council. <br /> \ ,- <br /> The City Attorney .reported on the matter of the assessment against the <br /> Holeman property, and recommended that a former proposal in which a reduction of <br /> 50% was offered be again offered, and, on motion, the C ounci 1 adopited such <br /> prqposal, providing it would be acceptable tq th e par ties. <br /> A letter from H. T. Holden was read, in which he claims damages to a pair <br /> of shoe s on ac c O\lnt of kicking an 0 b s truc t ion in the sidewalk in front of Broder <br />I Bros. but no action was taken in the ma tter. <br /> The appoint"lent of John lfields as Assistant Recor~er was made by Mayor <br /> A. L. Williamson, and the following resolution was adopted by the Council <br /> confirming such appointment: <br /> -R E SOL UTI 0 N- <br /> RESOLVED: That pursuant to the appointment heretofore made by Hon. <br /> / , A. L. Williamson, Mayor of the City of Eugene,' appoint~ng John Fields <br />. as Assistant Recorder and also as Recorder pro-tem, with auth.ndl'ity to act <br /> " ,as Police Judge in the absence of the Recorder, when the Recorder is un- <br /> able to ac t, be and the same is hereby in all things confirmed, and the <br />" said Recorder is hereby authorized and empowered to perform all the duties <br /> r <br /> and exercise all of the au thority of said Recorder in the absence of the <br /> Recorder or when the Recorder is unable to ac t , both as Clerk of the <br /> Common Council and as Police Magistrate ot the City of Eugene. . <br /> As, per the call, bids were opened for the paving of Twelfth Avenue from <br /> Charnelton Street to Polk Street except the Block between Van Buran and Tyler <br /> Streets as follows: <br /> (For Vibrolithic Pavement~ $~6,167.50 <br />I Stien Bros. <br /> "- <br /> (for Warrenite;::Bitulithic Pavement) <br /> Warren C onstruc ti on Co. $30,884.05 <br /> S tien Bros. 28,834.35 <br /> .... <br />
