<br /> the C OUl1C il. The Mayor appointed a Committee consisting of Councilman Large, as,
<br /> Chairman, and Councilmen Washburne, Hendershott, and Reid, and City Attorney
<br /> Calkins, to confer with such Company to prepare the properi,contract to be executed,
<br /> and the City Recorder was instructed to write such Company to that effect.
<br /> Frank Scott as an Agent of the Common Labor~rs and Hod Carriers Union,
<br /> appeared :further in connection with the petition as ing for a minimum wage of""
<br /> $5.00 for eight hours ,of labor, and asking tInt foreign laborers be not hired in
<br /> connection with City improvements. Councilman Washburne of the Judiciary Committee
<br /> stated the Commi ttee needed :fur theL'time in which to repert, and stated -he would
<br /> arrange. a meeting of t'o.e Judiciary Committee with Mr. Scott and otheL's, to work out

<br /> On roll call, the recommendation of such Committee was approved.
<br /> The Street Committee recommended the petition to pave 14th Avenue between
<br /> Olive and. Lincoln Streets be granted, an d t..'r1a t bids be advertized for either plain
<br /> Concrete, 'Vibrolithic Concrete, or Warrenite-Bitulithic. On mocion, such report
<br /> was adopted.
<br /> '11he Street Com.mittee recommended the petition to pave VanBuren Street from
<br /> 6th Avenue to 7th Avenue with concrete be grant ed, and, on motion, such recommen-
<br /> dation w~s adopted.
<br /> The matter of the petition to pave Columbia Street between 24.tJh Avenue
<br /> and. Jame s Avenue, was brou[;ht up-, toge the I' wi t h the former petition for improving
<br /> such Stree:t between 23rd and 24th Avenues, and the matter was discussed. The
<br /> City At~orney reported he had reached no conclusions with the S. P. Co. as to the
<br /> procuring of the rit;ht-of-way between 23rd and 24th Avenues and otherwise around
<br /> the d.O.o:pclwlhich was asked for, but sta ted M.t'. Billingsley nad prac ticallyagreed
<br /> that he vvo uld ee t the right-of-way for the City on Columbia Street. The City
<br /> Attorney was directed to further confer with ~~. Billingsley, and see if such right
<br /> of-way cannot be procured, so immediate action may be had in the improvement of
<br /> such Stree t.
<br /> Councilman Monroe re-oorted the abd condition which exists during the rQiny
<br /> season on 8th Avenue West, snd the matter of paving such Street between Van Buren
<br /> Street and Polk Street to correct such condition was discussed. It was finally
<br /> moved, seconded, and carried that 8th Avenue West between Van Buren Street and
<br /> P_lk Street be paved.

<br /> I The F ire and Water Committee re:ported the Water Board now has all the
<br /> fixtures and material necessary to install tl~ new lighting plan for ,~he City,-
<br /> and tlnt work thereon is to be immed.iately started, and the same sh auld be
<br /> finished yet this fall, which calls for a light on every Street intersection in the
<br /> City where there are residences to be serived. Such Committee further reported as
<br /> to the lights in tre Chula Vista District, stating that several are already in,
<br /> and som hydrants have been installed.
