<br />27~ <br /> <br />I <br /> <br />Chambers C~~ncil, Eugene, Oregon, <br />, February 10, 1930. <br /> <br />Minutes of the regular meeting .of the Common Council, held at the hour of <br />7:30 o'clock P. M., on February 10, 1930. There were present the Mayor and all <br />members of the Council, except Washburne and Lamb. Meeting was called to. order <br />by Mayor Wilder. ' <br /> <br />Attorney Fred E. Smi th offered in behalf of the property owners to settle <br />the assessment against the Knight property at 20th & Alder Streets on the basis <br />of $500, and the matter was referred to the Judiciary Committee and the City <br />Attorney with power to act. <br /> <br />";::,' <br />'~. <br />~~ <br /> <br />Mr. McChesney appeared before the Council wi th a communication from the <br />Hod Carriers, Building and General Laborers of Local Labor Union No. 685, asking <br />the adopting of the scale of wages to become effective April lst,1930, a,nd <br />presented a communication embodying the request, signed by the President and Re- <br />cording Secretary of the Labor Union. After some discussion the matter was laid <br />over for later consideration. <br /> <br />Chairman Large of the Finance Committee recommended that the Ci ty purchase <br />a cash register for the City Treasurer's office for the sum of $665.00, to be <br />paid $150.00 in cash on delivery and $360.00 July 1st, 1931, and $155.00 ,July <br />1st, 1932. Motion was made, seconded, and carried to adopt the recommendation of <br />the :finance c ommi ttee. <br /> <br />The request of the Health Officer, Dr. Kerron, that a place be assigned to <br />him for the use of his car near his office was referred to the Police Committee <br />and Mayor. <br /> <br />'-.. <br /> <br />A Communication fromH. E. Slattery to the Mayor, asking that the pending <br />garbage case in the supreme court be submitted at once, was read, and Attorney <br />Wells, representing Bray Brothers, talked on the subject, and on motion it was <br />ord,ered that the matter be left in the hands of the City Attorney to proceed <br />according to his own jud@nent. <br /> <br />I <br /> <br />Attorney S. M. Calkins stated that he had received a proposal from the City <br />of Cottage Grove through its Attorney H. E. Lombard that t,he two Cities join in <br />a suit to test in the Supreme Court the validity of the law restricting the vote <br />on the bond measures to tax payers. It was the consensus of opinion that t,he <br />City was not justified in going into this question at this time, as the matter <br />will probably be decided in the Supreme Court through other channels. <br /> <br />A letter from the Aetna Casualty & Surety Co., authorizing the City of <br />Eugene to pay Hargrea ve s and Lindsay for the paving of Columbia Street from 23rd <br />to Reed Avenue $1220.00, was read, and a motion was made and seconded, after <br />recommendation of the City Engineer as to the amount, that they be allowed at <br />this time the sum of $11,940. The ayes and nays were called, all councilmen <br />voting aye, nay, none, absent Washburne and Lamb. <br /> <br />I <br /> <br />The recommendation of the Eugene Milk Producers Association, that the City <br />Council prohibit the sale for human conswnption of buttermilk containing a neutra- <br />lizer and that all cuI tured or manufactured buttermilk be made from Grade "A" <br />skimmed or whole milk, was referred to the health committee. <br /> <br />An Ordinance prohibiting the homogenization of milk or cream in such a <br />manner as to artificially extend the natural cream line, and give an apparently <br />greater butter-fat content than is actually contained in said product was read <br />the ,first time, and passed its second and third readings by title by unanimous <br />consent under suspension of the rule, and was placed on its final passage. The <br />ayes and nays were called, Councilmen vot ing aye, six, nay, none, absent Wash- <br />burne and Lamh. The Ordinance was declared passed and numbered 7741. <br /> <br />The request of Andrew Holton for the return of the papers in his claim <br />against the City amounting to $26.17, cost of cleaning out a clogged sewer, was <br />presented, and Council directed that the papers be retained by the City Recorder. <br /> <br />The bill of J. O. Burgess, in the ~nount of $70.10 for lahor and material <br />on Franklin Street Bridge Sewer affair, was presented, and it appearing that this <br />bill had been before the council on previous occasions in the past and heretofore <br />denied, no action was taken at this time. <br /> <br />The City Engineer was instructed to secure an ordinance for the protection <br />of sewers against the dumping of oil and grease and sand and earth in the sewers <br />and providing for inspection of service stations, garages, laundries, grease <br />racks, washing racks, or any factory depositing s,olid substances into the City <br />Sewers. <br /> <br />Reports of Dr. Kerron, Health Officer,R. W. Rundlett, Building Inspector, <br />and the Hobi Airways Company were presented and placed on file. " <br /> <br />~ <br />
