Robert M. Fishel', President of the Central Labor Council appeared <br /> in behalf of unem:ployed labor and asked that the City take any possible steps to <br /> provide for winter employment for its unemployed resident labor population, and <br /> tha t care be taken to exclude transient labor in favor of permanent re sidents. <br /> He was assured by the Mayor that the Ci ty would co-operate. <br /> c <br /> John M.
