His far sighted genius <br /> I and sure-footed judgment have builded from an insignificant water works plant for <br /> . <br /> I the City of Eugene, a pUblic utility which is the generally accepted standard for <br /> non-partisans, non-poli tical pUblic ownership. <br /> The Common Council further Officially recognizes the passing of a private <br /> I . <br /> 1- citizen whose honor, integrity and industry have been and will continue to be a <br /> model for all men.
