Council was called to order by Mayor <br />Large, with all Councilmen present. <br /> <br />Mr. Charles L. Sigman requested the City Council to write a letter to the <br />Oregmn Insurance Rating Bureau for recommendations covering improvements and fire <br />protection facilities, looking to a ,more favora.ble insurance rate and loss ratio; <br />and to the National Board of Fire Underwriters, requesting a copy of "Standar~ <br />Schedule for Grading Ci tie s and Towns of the Uni ted Sta te sit. Motion was made, <br />seconded and carried instructing the Recorder to send such letters on behalf of <br />the Council. <br /> <br />.' <br /> <br />Mr. and Mrs. Noll appeared before the Council asking the Council for <br />permission to operate a "Dart Skill" game. After some discussion the matter was <br />referred to the Police Committee for further consideration. <br /> <br />The Finance Committee, by Chairman Hendershott, reported that the Committee <br />to whom was referred, with power to act, the proposal of the Church of the Nazarene <br />had accepted the proposal as follows: "That in the event of secur!i:ng title to <br />property on 8th and Madison (now owned by Mrs. Edna Brown Leasure), the Church <br />agrees to assume the delinquencies on paving assessments and taxes plus interest. <br />To satisfy the City, the following terms are submitted: <br />First, payment of the interest on paving assessments to date of contract. <br />Second, payment of 1930, 1931 taxes plus interest. <br />Third, to pay balance of delinquent taxes within two years from date of <br />contract. <br />Fourth, to pay 10 per cent of principal plus interest per annum on street <br />assessments until paid." <br /> <br />I <br /> <br />Chairman Bond of the Fire and Water Committee reported the request of the <br />Fletcher .oil Company to install a 2000 gallon oil tank at Second and Van Buren <br />Streets. No action was taken, pending the filing of an application by this <br />Company. <br /> <br />Mr. and Mrs. John Whealdon complained that the City had permitted the <br />installation of a hUgE' gasoline tank above ground adjacent to their property at ' <br />Second and Van Buren Streets, which had reduced the value of their property, and <br />asked the City to make an adjustment of the assessments on their property by <br />reason of th~ alleged depreciation. The matter was referred to the Fire and Water <br />Committee and City Athorney. <br /> <br />Chairman Zumwalt of the Health Committee reported that the owners of <br />property at 5th and Olive Streets had torn down the old shed and had done a very <br />good job of cleaning up the debris on said lot; and the old couple living in the <br />little building on the corner of the alley and 5th Street wanted to build a small <br />woodshed, and moved that they be granted permission to construct this shed with <br />cor.rugated iron, on condi tion that they paint the building and the work be done <br />under the direction of the Building Inspector. The motion was seconded, and on an <br />aye and nay vote Councilmen Lamb, Zumwalt, and Edwards supported the motion, and <br />Councilmen Hendershott, Reid, Simon, Bond and Harris voted against the motion and <br />it was declared lost. <br /> <br />e, <br /> <br />I <br /> <br />At the request of Chairman Reid of the Sewer COlrunittee consideration of the <br />request of Plumbers for the reduction of fees and the distribution of license <br />revenues on the retailers of plumbing supplies was laid over. <br /> <br />Dr. Simon, Chairman of the Police Committee, reported that the POlice force <br />was not suMficient to warrant regular patrol at all the dance halls, or any attempt <br />to confiscate liquor carried by frequentors, but that the Police would always stand <br />ready to answer cal~s from proprietors where their services were required. <br /> <br />The Recorder presented the communication from the Oregon Liquor Control <br />Commission, asking the Council to make recommendations on applications for liquor <br />licenses in the City of Eugene. Pursuant to the request of the State Liquor <br />Commission the Police COQ~ittee, by Chairman Simon, reported that they had invest- <br />igated the following applicants, and at this time recommended that licenses be <br />granted: <br /> <br />.~ <br /> <br />Bettis and Duckworth <br />Frank Briggs <br />G.
