<br />!I At the request of' Mr. Lamb the Ci t~T Engineer explained the possible opening of
<br />23rd Avenue from Hilyard to Alder Street. It was explained by the City Engineer
<br />tha t thi s property had been oymed by the Eugere Bi ble College, but that the Ci ty
<br />now owns a strip 33 .feet wide, and the SchooldDistrict No.4 owns a strip 33
<br />feet wide, and it would only necessitate securing deeds to a small amount of land
<br />to enable them to re-open the street. The matter was referred to Mr. Clubb to
<br />procure deeds to this property, if possible, for road purposes.

<br />At this time Councilman .Reid appeared in Council.

<br />The Health Committee" by Chainnan Zumwalt, moved to condemn a building at
<br />161 E. Street, an extension of 2nd Street, and a building at 1569 Willame,tte
<br />Street. The motion was seconded and carried and the same was referred to the
<br />City Attorney.

<br />Councilman Harris .presented a Ie tter from the State Relief' Commi ttee of' '
<br />Oregon asking for the use of the Park Cottage on Monday and Tuesday ev.enings for
<br />about the next three or four months, in order that they might take advantage of
<br />the State Department of Education's system of Adult Education. It was moved and
<br />seconded'that this request be granted providing that the group agrees to keep
<br />the ,condi tion of ,the bui,lding and its furni tur.e the same as found.

<br />In ~bsequent discussion, and upon the report of Chief of Police Bergman, after
<br />a te~ephone conversation with Mr. A. R. Tiffany, it was moved and seconded that
<br />Mr. Jiffany's application be approved, and it was carried. The remaining th~e
<br />were" held :for :further considera ti on, and the P,Olice Coromi ttee were granted the
<br />poweF to appr9ve or reject them.

<br />_ Chairman Simon reconmended that the following beer applications be rejected-:

<br />adop~ed by the Cpuncil.

<br />:Dr. Simon also' stated that they had receiyed several applications from
<br />esta<blishments located in the University zone .that had been created by Ordinanc.e
<br />No. ?388, and the Committee :felt that they had absolutely no authority to recom-
<br />mend_ or reject these applications: C. C. Campbell, M. J. Robinson, and Newton
<br />S. Smith.

<br />At this time the following addressed the Council concerning the above
<br />subj~ct: John T. Evans, Mrs. Elder, Miss Brown, Bert Mustoe, Mrs. Pauline Walton,
<br />1liss.Mabel Knowltpn, Mr. Jack, Boyd,_Mr. J. Rowland, Captain Thompson, C. Madison
<br />Landaker, and Mr. M. J. Robinson. The Recorder was called upon by the Mayor to
<br />read Ordinance No. 8288 concerning the zone. It was then moved by Councilman
<br />Carlson that the Ordinance stand as read. Motion was seconded and the ayes and
<br />nays were called. Councilmen voting aye, Simon, Zumwalt, Bond, Harris, and
<br />Carlson. Nay, Lamb, Hendershott, and Reid. The motion carried.
