<br />. <br /> <br />~ <br />349 <br /> <br />-~ <br /> <br />--- <br /> <br />I <br /> <br />Council Chambers, Eugene, Oregon <br />March 11, 1935. <br /> <br />. <br /> <br />Minutes of the regular meeting of the Common Council held at the hour of <br />7:30 o'clock P. M., Mar~h 11,1935. Council was called to IDrder by Mayor Large, <br />with all Councilmen present except Zumwalt, Reid, and Carlson. <br /> <br />lUnutes of the regular meeting of February 11th, and the adjourned meeting <br />of February 25th, 1935 were read and approved. <br /> <br />Dr. DeCou, representing the Park Board and the Chamber of Comme'rce Park <br />Comn~ttee, went to some length to set forth plans that have been made for taking <br />care of the parking strip in the center of the streets of Agate and Villard. He <br />then read a communication from the above Committees regarding same, asking for an <br />annual expenditure on the part of the City for approximately $50.00 for water. <br />Councilman Bond was asked the opinion of the Committee, and he reported that he <br />was against this proposition due to the fact that there' was nothing in the budget <br />for 'it and that he knew that it could not come out of the emergency fund. City <br />Atto'rney Calkins, Councilman Lamb, and City Engineer Clubb pointed out the fact <br />that at the time that Parking was provided for,' the petitions that were presented <br />read tha t the resident s would take care of thos'e strips. <br /> <br />At this time Councilmen Reid and Carlson' appeared in Council.' <br /> <br />On the request of ebundilmen Bond and Lamb the Park matter was held over <br />forconsiderat ion at the next Council meeting. . Bu tte <br />Park, and estimating that the water would amount to about $500.00 per year. <br />Councilman Bond was very much opposed to this due to the fact that there is nothing <br />in the budge t for it, and should not be taken out of the emergency fund. Council- / <br />man ~amb expressed the view that there could ber some method worked out for taking <br />care. of thi snow tha t a start has been made, and tha t some effort should be made <br />on the part of the City to help. The Mayor informerl1 Councilman Bond tha this <br />Committee must come in with a definite recommendation at the next regular meeting <br />of the Council. <br /> <br />At this time the Recorder read a letter from the President of the Business <br />and Professional Women's Club inviting the members o,f the Ci'ty Council to their <br />National Business Women's Week Banquet at the Eugene Hotel on March 19th, where the <br />subject of "City Planningfl is to be discussed. <br /> <br />Frank Reid, Attorney, representing Mr. MacDonald, pre~ented a petition and <br />a form of Ordinance concerning the subject commonly' called "DARTon, and pointed <br />out a fact that this game was operating in the cities of Portland and Salem, and <br />tha~ a nice revenue was bei~ collected in those cities, and that Mr. MacDonald <br />was willing to pay a fee of ~50.00 per month for the exclusive concession of the <br />game in the Ci ty of Eugene. Gounc ilman Bond moved that this be granted, providing <br />the City Atto~ney ruled that it was legal. This motion was seconded and carried. <br />The Mayor instructed the Chief of Police to investigate the game and report to the <br />Ci ty Attorney. <br /> <br />I <br /> <br />The proposed Zoning Ordinance was read the second time, Discussion was <br />called for and Mr. Rees wanted to know if the Council has the authority to act and <br />certainly feels that this subject at 'the present time should be let- along. Mr. <br />Calkins informed the group that the State Legislature provided for such action on <br />the part 0 f the Ci ty Councils. M:rs. M. Y. Warne r expressed an opinion opposing <br />the Ordinance. Captain Woods pointed out the obvious error in the proposed map, <br />in that it divided certain property on South Willamette Street, and he was assured <br />that this was an error and would be corrected. M. Svarverud of the Realty Board <br />supports this program, and asked that it be adopted. Mr. Rees asked that this be <br />referred to the people for their vote, that it is the right of the taxpayer to <br />decide who is to have control of his property. Mr. Furber asked that this be <br />referred to the people. Five letters from Webster L. Kincaid were read opposing <br />the ordinance. Professor Kelly stated that he would submit a proposed amendment <br />before the next meeting. At this time the Ordinance was laid over for the third <br />reading and final passage at the next meeting of the Council. <br /> <br />The JUdiciary Committee, by Chairman Harris, asked for additional time on <br />the Lien Docket assignment. <br /> <br />The Finance Commi t tee presented the subj ec t c ol1cerning the purchasing of a <br />new typewriter for the City Recorder's Office, and moved that the Recorder be <br />~u~horize~ to give ~ re~uiSition for the purchase of a ~rroughs maching, at the <br />pr~ce of ~107.50, w~th ~lO.OO allowance on our old mach~ne. Motion was seconded <br />and the ayes and nays called. Councilmen voting aye 7, nay none, absent Zumwalt. <br /> <br />.' <br /> <br />. <br /> <br />..... <br />
