M. June 24, 1935. Council was called to order by Mayor Large, <br /> with all Councilmen presen~ except Reid. <br />i Sealed bids for the sale of $30,500.00 Refunding Assessment Bonds E, from <br /> Camp & Co., Inc. , Hess, Tripp & Butchart, E. M. Adams and Company, and Ferris <br /> & Hardgrove, were opened and read and the Finance Committee retired to consider <br /> said bids. They returned later with the recommendation that the bid of Camp & <br /> Col, Inc. be accepted. Motion was made and seconded to accept the Finance <br /> Committee's recommendation, and the ayes and nays were called. Councilmen voting <br /> aye 7 , nay none, absent Reid. The bid referred to being set out in full as <br /> follows :~ <br /> ,. June 22, 1935 . <br /> Mr. C. 1vI. Bryan, <br /> City Recorder, <br /> Eugene, Oregon. <br /> Dear Sir: <br /> For $30,500 legally issued general obligation Refunding Assessment Bo~ds "E" of <br /> the City of Eugene, Oregon, to be dated August 1, 1935, and maturing 4p6,000 on <br /> August 1 in eaBh of the years 1936 to 1939, inclusive, and $6,500 on August 1, <br /> 1940, in denominations of ~pl,OOO each or multiples thereof, bearing interest at <br /> the rate of 3%per annUm, both principal and semi-annual interest payable at the <br /> office of the City Treasurer at Eugene, Oregon, we will pay you at the rate of <br /> $100.27 for each $100 in bonds and, in addition thereto, accrued interest to date <br /> of delivery of said bonds to us. <br /> We attach hereOto our certified check for $610, same to be held by you and applied <br /> as part payment on the bonds if awarded to us; otherwise, to be returned upon I <br /> demand. <br /> It is agreed and understood that, before taking up and paying for any of said <br /> bonds, you are to furnish us with the final approving opinion of Messrs. " <br /> At this time Councilman Reid appeared in Council. <br /> An Ordinance accepting the bid of Camp & Co., Inc., for the purchase of <br /> Refunding Assessment Bonds "En , of the City of Eugene, in the sum of $30,500..00, <br /> and fixing the rate of interest on said bonds, was read the first time and'passed I <br /> its second and third readings by title under suspension of the rule, by the <br /> unanimous consent of the Council, and was placed upon its final passage. The ayes <br /> and nays were called, Councilmen voting aye 8, nay none,absent none. The Ordinance <br /> was declared passed and numbered 8428. <br /> Mr.. C. F. Hyde, in behalf of the American Legion, presented a proposal to <br /> the Council as follows: That about 20 handicapped men listed on the S.E.R.A. <br /> rolls, whose services could be procured by merely paying the insurance wht~h would <br /> amount to about *12.00 or ~f15.00 per month, could be used as traffic checkers. <br /> Checking speeders, cars going through stop streets, etc. They would have no <br /> authority to make atrests, but they would report to the Chief of Police, and after . <br /> a certain number of offenses the matter could then be brouaht to the attention of <br />.....
