I <br />.,' <br />u <br />~ The Health Committee, by Chairman Zumwalt, reported that at 1753 Columbia <br />.."I~ Street in the alley and partly on private ground there was a fairly good sized <br />hole where garbage and trash had been dumped. He asked that the Street Department <br />haul some di rte and fill this in. <br /> <br />1 Councilman Zumwalt brought up the matter of the Street Department cutting <br />parking strips on Fairmount Blvd. No action was taken by the Council at this time. <br /> <br />! Councilman Zumwalt asked for the condemnation of the following buildings: <br />I The one on Lot 6, Block 6, Gross Addition, the East one-half of the old Prazer <br />foundry, and the Seaver furniture hospital. Motion was made, seconded and carried <br />to start condemnation proceedings against these buildings. <br /> <br />The Police Committee, by Chairman Simon, recommended the approval of a beer ~ <br />I application for Edward C. Adams, 49 E. Broadway, who is taking over an already 41 <br />I ~icensed place. Motion was made, seconded and carried to accept this recommendat- <br />ion. ' <br /> <br />/11 Chairman Sin,on reported that there was an individual who wanted to establish <br />I a brake testing machine, and suggested that an ordinance could be passed requir- <br />I ing the citizens to have their brakes tested twice a year. This matter was <br />referred to the City Attorney and Judiciary Committee to make report. <br /> <br />The proposed contract of lease between the Private Flyer's Association, by <br />'I Yale E. Smith, and the City of Eugene, was ae;ain brought to the attention of the <br />I, Council and was held for further consideration. I\.. request of W. L. Kincaid that a number of <br />II properties owned by him in Eugene be reclassified as Business Properties, be denied <br />The request of Homer A. Soults for an additional lumber shed at 1845 Franklin Blvd. <br />be granted. <br />; <br />\ A petition from C. B. McGirr of Portland, for the erection of a super service <br />I station at 8th and Willamette was presented and held for further consideration. <br /> <br />A letter from Bayard T. Merrill, 1522 Orchard Street, for permission to have <br />full charge of the vacant lot next to his property, and which belongs to the city, <br />was read and referred to the Ci ty Attorney to draw up a lease. " <br />~. <br />An Ordinance authorizing the sale of Refunding Irrprovement Bonds F was <br />presented, and discussion opened by City Attorney Calkins, pointing out that this <br />would cover 15 years rather than 11 as the previous issues. The Mayor felt that <br />the life of the bonds should be made 10 years, and not to exceed the program <br />follow~d on the others. Councilman Carlson pointed out that the City was doing <br />so much rebonding over a short period of time that the total yearly requirement <br />would increase the tax levy quite a bit. The Recorder pointed out that each and <br />every series that were refunded would have to have a separate sinking fund therefor <br />and the Budget Committee each year would include in the tax levy a suf':ficient <br />amount to cover principal and interest on each of the sinking funds to make up the <br />difference because of uncollected liens. Mr. Ha~n of E. M. Adams and Company <br />i addressed the Council and pointed out the fact that the shorter the life of the <br />I bonds the ~etter.the rate of,int~res~. Due to the fact that it was not necessary <br />to pass thIS ordInance at thIS tIlle It was held for two weeks. <br /> <br /> <br />Ii .
