IvI., July 22, 1935. Council was called to order by Mayor Large with <br /> all Councilmen present except Hendershott and Reid. <br /> Mr. Cully, Secretary of the Eugene Chamber of Commerce, addressed the Council <br /> on the subject that the Council authorize by Resolution that the City Planning <br /> Commission be permitted to continue with their program on tpe relocation of the <br /> Southern Pacific Railroad tracks, moving them down close to the river, whi ch of <br /> course, would automatically eliminate all grade crossings, and which would necessi- <br /> tate a flood control project at the same time. Mr. Cully read the Resolution as <br /> suggested and pointed out further that there is absolutely no financial commitment <br /> by the adoption of the Resol~tion. <br /> . At this time Councilman Reid appeared in Council. <br /> . . <br /> - - <br /> Mr. Prescott addressed the Council, pointing out that the City of Eugene had <br /> everything to gain and nothing to lose by this program, and there would be in the <br /> neighborhood of one-half million dollars spent if this program was carried out. <br /> Councilman Zumwalt thought this would be a good thing. Councilman Reid questioned <br /> the feasibility of it. Councilman Bond thought this should be done inasmuch as we <br /> are not committing ourselves. Councilman Carlson could see absolutely no reason <br /> why such a Resolution should not be passed, and he therefore, moved the adoption of <br /> it. The motion was seconded by Councilman Lamb, and carried. <br /> RESOLUTION <br /> . <br /> RESOLVED, THsT THE Planning Commission of the <br /> City of Eu~ene be and it is hereby authorized to <br /> I submit a petition and brief to the State Highway <br /> Commission, and/or other interested governmental <br /> agencies making representations as to the necessity <br /> \ <br /> - of eliminating the major grade erossings across the <br /> Southern Pacific Railroad. tracks at the intersection <br /> of said tracks at High Street, Eighth Avenue East, <br /> East Broadway, Eleventh Avenue East and Thirteenth <br /> Avenue East, and the minor north and South crossings <br /> at Alder, Emerald, Agate, Columbia, Villard, Orchard <br /> and Walnut Streets, in the City of Eugene. <br /> ..' Said crossings are highly dangerous and in- <br /> convenient and the Planning Commission is urged to <br /> make every effort to secure the elimination of <br /> these crossings. <br /> -O- <br /> At this time Councilman Hendershott appeared in Council. <br /> Stanley St~venson, President of the Eugene Chamber of Commerce, addressed the <br /> Council upon the situation existing on the Skinner Butte Memorial Park. He stated <br /> that there seemed to be very little cooperation, and absolutely no head to see that <br /> I the butte ~as watered and the plants saved. He hoped that the Council would do <br /> something right now about it. c. v. Simon addressed the Council in behalf of the <br /> Leeion and other Veterans. He said that they felt that someone had laid down on <br /> the job and they wanted some responsibility placed and some action taken now. Dr. <br /> Faust, Commander of' the Spanish War Veterans, addressed the Council pointing out <br /> that they had started a very enViable program and it was one that should not be <br /> ne81ected. The Mayor asked Councilman Bond, Chairman of the Fire and Water <br /> Committee, if he had a report to make on it, and he stated that he 'had none. <br /> Councilman Carlson felt that there must be some way of getting at this question and <br /> answering it to the satisfaction of all parties concerned. He felt that the <br /> Committee that had been handling it should go ahead with it. He pointed out that <br /> . the City was paying for the water on the Butte that is now being used, and that the <br /> I: ~ <br />
