In other words if these gentlemen were denied the approval of their <br />application then it followed that the Commission would also refuse to grant the 'I <br />license~ Considerable discussion was had by the Councilmen on this subject <br />and it was finally moved that the Committee's report of the approval of appli- , <br />~ cations be adopted, and it was seconded and carried. It was then suggested by <br />f~ Councilman Carlson that the Council as a body should not be burdened with the <br />:a: hear ings on these individual cases, but that each should have a hear ing by the <br />Police Committee and then their recommendation brought in. Councilmen Hendershott <br />and Lamb approved that proceedure. Mr. Clyde Johnson addressed the Council and <br />pointed out that as far as he was concerned that everything concerning these <br />applications should be said in the open, and he would like to see a public or open <br />hearing. He pointed out that the Police Committee was to call him if there was <br />any question about his application and they had not done so. The Council then <br />closed the discussion by the unanimous reCOli1IDendation that the Police Committee <br />hold individual hearings and bring in individual recommendations. <br /> <br />The Recorder was requested to contact the State Highway Commission concerning <br />the secur~ng or buying speed limi t signs, and that the number should be placed. <br />according to the recommendation of the Chief of Police, and it was so ordered. <br /> <br />Councilman Hendershott then presented the Audit of the 1934 City records and <br />I made a motion that this be adopted and ordered filed. Motion was seconded and <br />carried. <br /> <br />I The Recorder then reported that several complaints had been received concern- <br />ing the riding of bicycles on the streets without proper lights or bells, and <br />several people had been knocked down by them, and it wasa~ked that the Ordinance <br />be enforced. Councilman Simon pointed out that it was in his estimation that it <br />was better that they ride them on the sidewalks then to contend with traffic on <br />the streets. Mr. Calkins pointed out that if the Police would check any bicycle <br />for violation of this ordinance they would have to be referred to the Juvenile <br />Officer. ' <br /> <br />The Recorder read a letter from Mrs. Rugh concerning partial payment of <br />delinquent taxes and assessments on certain parcels of pro'perty that she owns, I <br />I asking that if she did this and had not had time to pay in full, would the City <br />I proceed to foreclose on her property as well as others. It was the consensus . <br />II of the Council that if any property owner could come in and show a defini te <br />I schedule for the payment of delinquent taxes, assessments and interest that <br />! this schedule should be adopted and the City Treasurer should make not of it, and <br />not proceed with any foreclosure. <br /> <br />I Petitions from the University of Oregon for the vacation of an alley was <br />presented and the University was asked to send these papers to the adjacent <br />[I property owners for their signatures. <br /> <br />'I A letter from the Northwest Cities Gas Company acceptine the franchise as <br />i incorporated in Ordinance 8448 was read and ordered filed. <br />I <br />Communication under date of December 13th from the Park 60mmission was presen- <br />ted to the Council, and the annual report was read and ordered filed. <br /> <br />The Recorder announced that bids had been called for to be opened on January <br />13, 1936 on the Airport. .f' <br /> <br />An Ordinance licensing, taxing and regulating theatres, vaudevilles, moving <br />picture shows, and other shows and entertainments and exhibitions within the City <br />of Eugene, having been changed after the first reading at the previous meeting, <br />was read the first time a8ain, and was ordered held until the next meeting. <br /> <br />An Ordinance levying assessments for the paving of Fourteenth Avenue East <br />from Willamette Street to Alder Street in the City of Eugene, Lane County, Oregon, <br />was read the first time and passed its second and third readings by title under <br />suspension of the rule by the unanirllous consent of the Council and was placed <br />j upon its final passage.. The ay~s and nays were called, Councilmen voting aye 8, <br />nay none, absent none. The OrdInance was declared passed and numbered 8457. <br /> <br />At this time Councilman Hendershott was excused from Council. <br /> <br />An Ordinance repealing Ordinance No. 2876, and returning the jurisdiction, I' <br />management and control of the Aviation field or park to the Common Council of the , <br />City of Eugene, was read the second time and passed its third reading by title <br />under suspension of the rule by the unanimous consent of the Council and was <br />placed upon its final passage.
