Councilman Reid felt that this should certainly be re-considered. <br />There was considerable discussion among the councilmen at this time. Mr. Deffen- <br />bacher addressed the Council again, pointing out that trie only reason the business <br />men were parking their cars there now was because if they didntt take advantage <br />of the space then the students would park their cars and leave them there day in <br />and day out and no enforcement of the one-hour zone was ever attempted. The Mayor <br />then pointed out that inasmuch as the Council had once decided this issue, it would <br />be necessary for a motion calling for a reconsideration before any further action <br />could be taken. Councilman Reid moved for reconsideration and Councilman Carlson <br />seconded it. The ayes and nays were called. Councilmen voting aye, Hendershott, <br />Reid, Zumwalt and Carlson; Nay, Lamb,Simon, Bond and Harris. Absent none. Mayor <br />Large breaking the tie by voting aye. The Mayor then referred the suggestion to <br />the Police Committee to report at the next meeting. <br /> <br />Mr. Robert M. Fischer then addressed the Council in behalf of the city <br />of Florence at which place there is to be a celebration on May 23 and 24 for the <br />purpose of dedicating the new billion dollar bridge. He, in behalf of the city <br />of Florence, extended a cordial invitation to the city of Eugene to participate in <br />and assist in the celebration. First, they would appreciate ,it if a resolution <br />could be had in behalf of the celebration, secondly, that the city of Florence <br />would appreciate it if they could either borrow or rent at a nominal fee the street <br />banners for purpose of decorations. Councilman Zumwalt moved that the invitation <br />be accepted and the request be granted. It was seconded and carried. <br /> <br />I <br /> <br />~J <br />~ <br /> <br />. <br /> <br />Mr. Harry Johnson then addressed the Council in behalf of the National <br />Youth Administration program, asking that a committee be appointed to look into <br />the feasibility of having NYA student city officials and policement, pointing out <br />that this would entail no expense to the city. Mayor Large referred this to the <br />police committee to report at the next meeting. <br /> <br />Judiciary Committee by Councilman Harris, pr~senteQ the proposed Ordinanc <br />on Civil Service for Firemen. The Ordinance had been read for the first time at <br />the previous meeting with recommendation of-three minor amendments as follows: <br /> <br />(1) Section 2 shall be amended by providing for Compensation <br />at the rate of $5.00 for each day actually employed. <br /> <br />I <br /> <br />(2) Section 7 amended that Members in the Civil Service may <br />have the privilege of reciprocity between cities, counties <br />and states. <br /> <br />(3) Section 11 amended by adding that all investigations made <br />by the commission shall be by public or private hearing; <br />this hearing to be held at the discretion of the commission. <br /> <br />Upon the request of Councilman Reid the proposed ordinance was held for its third <br />and final reading until the next meeting.. <br /> <br />The Health Committee, by Councilman Zumwalt, recommended that two barns <br />located on the alley between Van Buren and Jackson streets be condemned. It was <br />seconded and so ordered. <br /> <br />Mr. Zumwalt then pointed out that a Mrs. Tom Hall had sustained a rather <br />severe injury by reason of having fallen on the sidewalk at the corner of Broadway <br />and Lawrence Streets. Mr. Zumwalt feels that the most serious places in the walks <br />of the city should be repaired one way or another and that action must be taken. <br /> <br />. <br /> <br />Councilman Bond then pointed out that he had received a complaint from a <br />Mr. Bonney about a fall that he had on Fifth Street. The Recorder then pointed out <br />that another letter had been received from Mrs. Pollie Wilson of Springfield. <br /> <br />City Attorney Calkins then addressed the Council, in behalf of all these <br />types of cases, stating that if the city were to attempt to repair the1r walks in <br />order to prevent claims of this nature, it would involve a tremendous expenditure <br />because many claims had been made and had been paid where the irregularity on the <br />surfact involved the fraction of an inch. He further stated that he would apprecia e <br />the Council ordering him to contest one of these claims in order that it. might be <br />determined what was and what was not negligence in the matter of the maintenance of <br />streets and sidewalks. <br /> <br />The Police Committee, by Chairman Simon, presented the application of Mr., <br />W. R. Wallace for a wine license with recommendation that it be not granted. . <br /> <br />I <br /> <br />Application of R. W. Hibbett and J. V. Rich was presented with recommenda <br />tion that it be not granted by reason of the building opening on. Park Street. <br /> <br />He also presented the application ~ Mr. George Neal which in fact was a <br />transfer from the Tip Top Lunch to Mr. Neal with the recommendation that it be ap- <br />proved .. <br /> <br />. <br /> <br />~I!! <br />
