Councilman Hendershott moved that the Street Com- <br />29 mittee be given power to act as they saw best. Motion was seconded and carried. <br /> <br />Councilman Bond at the request of the city recorder presented the question <br />as to whether or not the ~estern Box Company should pay for the fire hydrant that <br />they had purchased from the city, recommending'that they be billed for the same. <br />30 It was moved and 'seconded that the recommendation be accepted and it was so ordered. <br /> <br />31 <br /> <br />~ouncilman Bond reported that he wished to drop the question concerning the <br />installation of a stop sign at Van Buren and Broadway Streets. <br /> <br />Councilman Bond stated that he had received considerable complaint from a <br />Mr. John Zimmer who resides directly across the street from the Pierce Machine <br />Shop, which operates both day and night. It appears that the welding a~c that they <br />use is so brilliant that it has been disturbing the Zimmer family~ Councilman Bond <br />32 added that the machine shop nearby prevented such a condition by shielding the arc <br />when welding. In addition, Mr. Pierce was taking advantage of his location by <br />using public streets to park his equipment. The matter was referred to the City <br />Attorney who is to contact Mr. Pierce and insist that unless this nuisance is abate <br />that the council would be required to pass an ordinance to take care of the situati n. <br /> <br />Councilman Hendershott brought up the question concerning the establishment <br />33 of a private office for the mayor. <br /> <br />Councilman Bond stated that a Mr. and Mrs. H. T. Wiltshire had made an ofrer <br />to the city for certain piece of property and said offer had been rejected, but he <br />wanted to know how much the city would take for that property. The Council deter- <br />mined to refer this to the appraisal committee now in effect and they are to bring <br />in a report on this location. Councilman Carlson stated that anytime the city is <br />off~red what they have against a given piece of property that the city should ac- <br />cept the same. The Mayor and Councilman Lamb expressed the opinion that if they <br />had a piece of property that they could get more out of than they have invested in <br />it, they would hold it for the larger amount because some property that the city <br />was holding, they would not get anywheres near out of it what they have in it~ <br /> <br />34 <br /> <br />35 <br /> <br />Mr. Calkins stated that the council should bear in mind that when an ap- <br />plicant asked to have his property, which had been improved, excused from payment, <br />he in effect, was asking all the other citizens in town to pay for it. Mr. Calkins <br />stated also that in some instances where it was claimed the treasurer had received <br />payment in full of all the assessments, the treasurer had merely receipted that <br />particular improvement, under consideration, as paid in full~ <br /> <br />36 <br /> <br />Councilman Hendershott wanted to know how long the council was going to <br />endure Bill Tugman's continuous editorials, stating that the city of Eugene was <br />broke and bankrupt. Mayor Large pointed out that the city was not financially em- <br />barrassed and further that the Recorder was working on a financial report which <br />would prove very enlightening to Mr. Tugman and the citizens of bugene. <br /> <br />On motion the Council adjourned. <br /> <br />C.
