M~, February 23, 1937, City Hall, Eugene, Oregon. Mayor Large <br />called the meeting to order. All councilmen were present except Mr. Reid. <br /> <br />:iJI. ~"Jr <br />'v ; <br />*1 <br /> <br />2 <br /> <br />The minutes of' the meeting held February 8, were presented and as there were <br />no corrections appearing, they were ordered filed. <br /> <br />....t-. <br />'(' ~~.",' <br /> <br />Mr. Fred Getchell asked the council for permission to construct a four-apart- <br />ment building in Lot 2, Block 2, Lizzie Luckey Addition to ~ugene which location is <br />between 18th and 19th on the west side of willamette btreet and about one-half block <br />out of the apartment zone. Discussion of the matter was deferred until later in <br />/3 the evening. <br /> <br />Coupcilman Lamb, chairman of the Judiciary Committee, asked that consideration <br />of insurance bids on sidewalk insurance protection be deferred until a future meet- <br />ing. <br /> <br />l <br /> <br />/4 <br /> <br />In regard to the request of R. S. Shelley for cancellation of city liens <br />against Lot 4, Block 3, walnut Park Addition, letter from City Attorney Calkins ex- <br />plained that with~ut first making an inspection of the deed and title no recommenda- <br />/5 tion could be made~ The matter was left in the hands of the Judiciary Committee. <br /> <br />The JUdiciary Committee was asked to confer with the members of the Park Board <br />and bring in an ordinance covering the matter of trees and shrubs in parking strips <br />./ 6 adjacent to intersections. <br /> <br />I' The following dealers were granted the privilege of obtaining wine and beer <br />licenses as a result of the recommendation of the Police Committee; Package store <br />I Class "B" License, Doc's buffet, Kalph & Stanley, Dtores #1 and #3, RiCh'S Cigar <br />Store, Cosmo Uigar Dtore, rercy's Place; Ketail rackage "A" was recommentled for <br />Jack's Gafe ~Earl Dimmons) and a transfer of r'ackage liB" from Bell to lVlartilla <br />lBell's Basket lirocerYJ along with a transfer of a r'ackage "B" and Hotel from Yount <br />to Behnke and Burr lCafe Del Rey) was recommended. The recommendation of the Com- <br />mittee was upon motion made and seconded duly approved. <br /> <br />/7 <br /> <br />/~ <br /> <br />Upon motion made and seconded, recommendation of the Police Committee for <br />permanent suspension of officer Henry Gallagher from the police force of the city <br />of Eugene effective February 17, 1937, was duly approved. <br /> <br />/9 <br /> <br />Councilman r'arrington, chairman of the Health Committee, stated that the re- <br />I port of Dr. ~. L. Gardner, 'Health vfficer, had been read in full. The council <br />I asked that the report be filed. . <br /> <br />I The Health Committee, by Councilman Farrington, reported that no steps nad <br />I been taken to determine the adequacy of r'~ank Boeh renting property located at <br />North Clark between Madison and Ash at $2.00 per month as the party in question <br />could not be located. <br /> <br />/10 <br /> <br />/11 <br /> <br />Councilman ~arrington reported that he nad received a complaint regarding an <br />I unfinished basement at 20th and Hilyard btreets wnich was proving to be a distinct <br />hazard and menace to children and should be remedied. Upon motion made and seconded <br />I City Attorney Calkins was instructed to prepare papers for condemnation and it was <br />so ordered. <br /> <br />Counci lman Hendershott, chairman of the Finance Committee, reported:':tha t <br />James A. Rodman had made a counter-offer of $1100 for property located 23rd and <br />Willamette Street and it was the recommendation of the Committee that this offer <br />along with the others submitted by Mr. Rodman be declined and this recommendation <br />112 was duly approved. <br /> <br />The Finance Committee was asked to consider the offer of J. Ray Chapman <br />for Lot 9, Block 1, Croner's Addition in the sum of $300.00, payable $100.00 cash <br />and the balance at the rate of $25.00 per month with interest at the rate of 6% <br />~13 payable each month on the unpaid part of the principal. <br /> <br />The $58.55 cash offer of H. A. Metcal't for the east 10 feet of the west 110 <br />feet of Lot 10, Blo~k 4; Kelsey's 2nd Additfon was left in the hands of th~~inance <br />/14 Committee for consideration. <br /> <br />City Attorney Calkins stated that he had prepared a statement concerning the <br />proper disposition of the $34~023.08 cash surplus carried over from the General <br />Fund and had mailed a copy of his opinion to Mayor Large, Councilman Lamb, President <br />of the Oouncil, Oouncilman P. J. Hanns and the members of the Finance Committee.
