M., March 22, 1937, City Hall. Mayor Large called the meeting <br />to order. All councilmen were present except Mr. Reid. <br /> <br />w., <br />.00 <br /> <br />f~ <br />,,~ <br /> <br />The minutes of the previous meeting were presented and as there were no <br />2 corrections appearing, they were ordered filed. <br /> <br />Charles P. Poole appeared before the council on behalf of the Odd Fellows <br />band asking permission for maintenance of concessions in Skinner's Butte Park for <br />a Fourth of July celebration with all proceeds to be apRlied for the benefit of <br />the band. The request was referred to the Park Board with the suggestion that a <br />recommendation from that body be made at the subsequent meeting and it was so <br />/3 ordered. <br /> <br />A Mr. Milne, proprietor of building (formerly known as the Damp Wash La~y) <br />located on Olive between 13th and 14th appeared before the council asking the type <br />of building the city would consider satisfactory as a probable site for that loca- <br />tion. Mr. Milne suggested two possibilities: (1) the establishment. of an auto- <br />wrecking yard and parts sales department or (2) establishment of a casket-making <br />firm. Mr. Milne was requested to consult the building inspector to determine the <br />proper type of business for that locality. <br /> <br />/4 <br /> <br />/5 <br /> <br />/6 <br /> <br />At this time Charles A. Hardy, attorney, presented a petition together with <br />photograph of a proposed erection of a service station by the Richfield Oil Company <br />at the corner of 6th an~ Jefferson Streets. Attorney Hardy pointed out that the <br />petition had been signed by thirty-five families liVing in the immediate vicinity <br />and further specified that the erection of such a building would be a convenience <br />to the neighborhood and tend to improve property values therein rather than to <br />depreciate them. It was pointed out that application for construction of a service <br />station at the above corner had been before the Board of Appeals and Planning Com- <br />mission and both bodies had denied the application. In view of the fact that a <br />petition had been received from the neighbors favoring such a proposal, he felt <br />that the matter should again be referred to the Board of Appeals and Planning Com- <br />mission for reconsideration and report and it was gO ordered. . <br /> <br />Upon recommendation of Councilman Hendershott, chairman of the Finance Com- <br />mittee the offer of Charles T. Frisbee to pay $361.93;cash 81.93 and the balance <br />at the rate of $14.00 per month wi th interest at 6% on d.eferred payments payable <br />each month in addition to the $14.00 on property described as "Commencing 100 feet <br />south of the Northwest corner of Lot 4, Block 23, Fairmount Addition, thence South <br />50 feet, thence east 160 feet, thence North 50 feet, thence west 160 feet to the <br />place of beginning was approved and it was so ordered. <br /> <br />It was the recommendation of the Finance Committee that the $400.00 offer of <br />R. F. Jepsen for Lot 3, Block 1, Gilmore Addition be rejected and a counter-offer <br />(7 of $525.00 be extended. The recomlliendation was unanimously approved. <br /> <br />The Finance Committee recommended rejection of the $250.00 offer of Mrs. <br />George C. Berreman for the 00uth 60 feet of Lot 5, Block 3, James Huddleston's <br />A.mended Addition and extended a counter-offer of $300.00 on a basis of $50.00 down, <br />$10.00 per month and 6% on the unpaid balance. The recoIDmendation was duly ap- <br />proved. <br /> <br />/8 <br /> <br />It was the recommenda~ion of the Finance Committee that the $200.00 offer of <br />Homer B. Legge, 2479 Potter, for Lot 6, Block 2, Tiff's Plat be accepted and it <br />/ 9 was so ordered. <br /> <br />Councilman Hanns, chairman of the Fire and Water Committe~, asked that per- <br />mission be granted Fire Chief Nu.sbaum to sell two links of condemned fire hose and <br />/10 it \lIas so authorized. <br /> <br />It was the recommendation of the Fire and Water Committee that the request <br />of J. S. Willcox for installation of a street light at 25th and Nixon be filed <br />/11 and it was so ordered. <br /> <br />Mayor Large referred to the Fire and Water Committee the problem of making <br />charges for services of tITe fire department on calls outside of the city limits. <br />Councilman Hanns reported that he had been making an extensive study of this mat- <br />ter for some time and his Committee would have a recommendation within a period of <br />six weeks. ' <br /> <br />/12 <br /> <br />Councilman Farrington, chairman of the Health Committee, reported that the <br />contract with R. R. Hughes, city dump caretaker, will expire on May 1, 1937 and <br />made the following suggestions to the council for study before letting another con- <br />tract: <br /> <br />1. Rather than one year, the contract should be let for two or three. <br /> <br />2.
