M., October 25, 1937. The meeting was called to order by May~r:' ""l <br /> Elisha Large. All members of the council were present except Hendershott, Reid and <br /> 1 Farrington. <br /> The minutes of the previous meeting, October 11, 1937, were presented and <br /> 2 ordered filed as there were no corrections appearing. <br />I Mr. Marvin T. Warlick, Manager of the Eugene Hospital and Clinic, requested <br /> special permission to waive the 12:"00 o'clock closing of the dance which is to be <br /> given for the benefit of the "iron-lung" fund in order that dancing may continue <br /> after midnight. Upon motion made and duly seconded, the request of Mr. Warlick was .. <br /> /3 granted. <br /> Further, Mr. Warlick asked that some action be taken to reduce traffic <br /> noise on Willamette Street adjacent to the hospital. He suggested the use of signs <br /> bearing the words "QUIET. .,HOSPITAL ZONE. tf He stated that the hospital is willing <br /> to contribute in any manner the council wishes to put some such plan into effect. <br /> /4 After considerable discussion, the matter was referred to the Police Committee to <br /> report at the next meeting. <br /> Mr. S. D. Allen, attorney representing Ralph and Stanley and the City Barbe <br /> Shop, addressed the council concerning the use of public sidewalks for the purpose <br /> of picketing. He believed that this should not be allowed particularly where there <br /> is no dispute or trouble whatsoever existing between the employee and employer. At <br /> this time M~. Allen presented a form of ordinance reading the same in full. He aske <br /> the council to consider adoption of such an ordinance. After considerable discussio <br /> determining whether to pass the ordinance or one of a like nature, the matter was re <br /> /5 ferred to the Judiciary Committee to report at the next meeting. <br />f <br /> 6 At this time Councilman Hendershott arrived. <br />I 7 Councilman A. C. Farrington arrived at this point. <br /> The $400.00 offer of J. R. Clark for Lot 8, Block 1, Shelton's Addition, <br /> was rejected by the Finance Committee and a counter-offer of $889.91 or a rental of <br /> $10.00 per month, beginning November 1, 1937 extended. Upon motion made and seconde , <br /> /8 the recommendation was duly approved. <br /> The offer of Kenneth T. Blanton in the amount of $150.00 for the South 40 <br /> feet of Lot 5 and the North 10 feet of Lot 6, Block 5, Hendrick's Amended ~ddition~ <br /> was rejected by the Finance Committee, and a counter-offer of $225.00 extended. <br /> /9 Upon motion made and seconded, this action was unanimously approved. <br /> Councilman Hendershott, chairman of the Finance Committee, reported that th <br /> Clerk of Lane County had received offers from outside parties on the following two <br />, properties a~ainst which the city has liens: South 100 feet of Lot 10, Block 3, <br /> Whiteaker's addition to Eugene; Block 3, Lot 6, and 24.8 feet of Lot 7,Wallis-Dorri <br /> Addition to Eugene. Councilman Hendershott requested that the Finance Committee be <br /> empowered to act on these two offers for the best interest of the city. Upon motion <br /> /10 made and duly seconded, the request of the Committee was granted. <br /> The request of Mrs. Nettie Duvall asking that the city pay the. taxes on her <br /> property located at 317 Jefferson Street and more specifically known as part of . <br /> Lots 3,. 4 and 5, Block 1, Harris Addition, and add the amount paid to her contract <br /> on which she makes a payment of $11.33 monthly to the city, was held by the Finance <br /> /11 Committee for further consideration. <br />I <br /> The City Recorder was asked by the chairman of the Finance Committee to ex- <br /> plain the proposed procedure to be followed in regard to the insurance covering city <br /> cars. The hecorder ~ointed out that two years ago, the city had insured their <br /> various automotive equipment as individual eCiuipments. Two years ago bids were <br /> called for and the fleet rate adopted which reduced the premium a great deal. It <br /> being the desire of the office to have the agents share justly and equitably in the <br /> city's insurance business, it was felt that the car insurance business should be <br /> passed among the three low bidders of two years ago. The Recorder called in these <br />I three firms and a new bid was made and they agreed among themselves to handle the <br /> insurance as follows: Bryant De Bar for the year 1938; McLean and Sanders, 1939; <br /> and Emery-Beeson, 1940; each year the premium to be divided as follows: Forty per <br /> cent to the handling agency and thirty per-cent to each of the remaining two. After <br /> this arrangement had been made F. F. Brooke, another insurance agent, presented his <br /> bid, which was somewhat lower. The Recorder was informed that unless there was a <br /> special rating file at the Insurance Commissioner's Office in Salem, such a low rate <br /> would be impossible. The Insurance Commissioner was called and this office was <br /> notified that the rate would be the same.
