It was pointed out tnat this additional insurance was <br />118 necessary to protect the equipment on out-of-town runs. <br /> <br />Mrs. w. H. Maxham, member of the Park Board, requested the Recorder to read <br />that portlon of the Ordinance pertaining to the appointment of Park Board members- <br />and the chairman. It was revealed from tne record of minutes that the chairmanship <br />as held by Mr. F. M. Wilkins was made on the basis of an annual appointment. Mrs. <br />Maxham took exception to naming the Mayor's appointee as chairman as she felt that <br />it was not in accordance to ordinance provisions. The entire matter was referred to <br />19 ' the Judi clary Committee and City Attorney for report. <br />I <br /> <br />Police Chairman ~am Bond stated that the Police Committee had granted C. F. <br />Bergman, Chief of Police, a leave of absence, without pay, for the month of February <br />20 1939, and this was duly approved by the council. <br />I <br /> <br />The Police Committee reported that 938 tickets were handed out in January and <br />459 of these were paid. The remainder were given to out-of-town autoists and could <br />not be collected. Mr. Bond reported that the additional officer placed on duty for <br />21 overtime and dOUble-time parking offenses, was working out very satisfactorily. <br />I <br /> <br />Mr. Bond requested two w~ekst time to consider tne request of the Bdison <br />,22 School PTA for traffic control. <br /> <br />The council voted to establish stop signs on 13th Avenue east at ~he request <br />of University officials to slow traffic,.near the campus. The signs will be erected <br />at 13th and Kincaid, stopping east bound traffic and at 13th and University, stoppin <br />west bound traffic. <br /> <br />I 23 <br /> <br />Petition requesting abolishme~t of the I-hour parking limit which is now in <br />effect on 13th between Alder and Kincaid this action to apply to the south side of <br />/24 the street only, was vehemently denied. <br /> <br />The Police Committee authorized transfer of Retail Beer Class liB" License from <br />C.C. Campbell, proprietor of theOregana, located at 798 East 11th Street to Kietzh <br />O. Fennell the new owner, and it was so ordered by the council. <br /> <br />I The council voted to pay the $100 assessment of the League of Oregon Cities. <br />U8 to the increased activity of the body, it was pointed out that the money would <br />be a good investment. But in case a duplicate license is secure , <br />the council ordered that refund should be made on one. <br /> <br />I A. C.
