<br />~ <br />204 <br /> <br />~ <br /> <br />Councilman Carlson, Chairma.n of the Street Committee stated that the <br />installation of the traffic signal lights by the ~ugene :::itreet Department had coat <br />approximately :jp1200.00 in labor and material and now that the project had been <br />comple.ted, there was a refund due the -C.i ty of 1!;ugene from thebta te for- ~585.19. <br />Inasmuch as t:he Power. Barco Hammer used in said installation belonged to the City <br />~ and had been pract;ically worn out, the replacement of the Barco Hammer for the <br />Street Department. U.pon motion made and !:Seconded the Hecorder was instructed, <br />upon the receipt of the tioove refund, ~o handle the same as follows: deduct trom <br />the principal amount -received the amount of the purchase price of the new hammer <br />to replace the one which was used in the installation of said lights and credit <br />the balance to the general fund. The ayes and nays were called, Councilmen voting <br />aye: Reid, Carlson, Hanns, Page, and Koppe, nay:' Lamb, Bond, and Farrington, <br />absent:: none. <br /> <br />I <br /> <br />" '.. <br />....~ ~ <br /> <br />,....''''. <br />;t\.? <br /> <br />14 <br /> <br />I <br /> <br />Councilman Koppe, Chairman of the Health Committee reported that the <br />owner of the premises at First and Van Buren on- whose prop-erty there is an old <br />pen tank which is a health menace, had agreed ~o fill the tank or else remove it <br />15- al together. <br />2. <br />The Health Committee further reported that at 95-1- West Broadway there <br />was an old building located at the back of the .lot that was badly in need of repair <br />and was also considered a fire menace and recommended that it be condemned. Upon <br />II/~otion made and seconded the council ordered the building to be condemned and the <br />16.% 6i ty A.ttorney, S. M. Calkins,. was instructed to. instigate condemnation proceed'ing's. <br /> <br />Councilman Hanns reported the t the residence immediately south of the <br />proposed medical building at the corner of 13th and Willamette Streets was a aetrim nt <br />to tha~ part of the city as well as a fire hazard, and a health menace. The matter <br />was referred to the Heal th- Commi ttee for study wi th a request that they r epor t at <br />the neKt meeting of the council. Mr. A. E. Barrett, spoke briefly to the council <br />. x on the, matter and unan-imously endor,sed. Counci Iman Hannsrt, recommendat ion that some- <br />l~ thing be done. <br /> <br />Councilman Rage, Chairman of the Parks Committee, reported that the house <br />on Cheshire Street adjacent to Skinner Butte Park had been investigated in regard <br />to their Sewage Disposal facilities as the owners had constructed outside toilets, <br />one of which was constructed on the ~ark Property. The matter' was referred tothe <br />L-Ci ty Engineer with a request tha't he enfor ce proper action in accordance with <br />la Ordinance No. 8603. <br /> <br />I <br /> <br />Councilman Reid, Chairman of the Sewer Committee reported that the Sewer <br />Committee had made a trip to Seattle, Ellensburg and Yakima to study various types' <br />of Sewage Disposal plants and reported that the.~rip was successful as they had <br />learned many things to do and many things not to do in the matter of constructing <br />the proposed sew~ge plant. <br /> <br />Councilman Bond, Chairma of the Police Committee recommended the grantin <br />of the. transfer of Package "An Beer License at the Lawrence Street Grocery fro m <br />L. H. & J. E. Williams to Thomas L. Lawhorn. Upon motion made and seconded the <br />20 --I /recommendation was unanimously approved. <br /> <br />- ,At this time there was a general discussion concerning the weed situation <br />I in the. City of Eugene and it was reported that-the Street Department was doing <br />everything they could to remove the worst of the weeds and that they were cut';ting <br />21~ the parking strips and one strip inside the sIdewalk as had been done in the past <br /> <br />. Upon motion made and seconded the ~treet Department was requested to <br />vpaint !'NO PARKING" signs on' ooth sides of the curb on 13th titreet and Kincaid <br />22 Streets ajdacent to the stop signs and it was so ordered. <br /> <br />-""' <br />19 <br /> <br />Councilmen Koppe and Farrington were requested to c all on Dr. James A. <br />y Flanigan and ask him to carry out his agreement to remove the old barn located on- <br />23 his premises at-739 High Streetl <br /> <br />J <br />24 <br /> <br />Communication from the Finance Committee to the Eugene Realty Board- <br />recommending the property, Purkerson and Quimby-Addition the North one-half of Lot <br />Block 4, for reappraisal at ~250.00 was upon motion made and seconded, approved <br />upon the recommendation of the Finance Commi ttee.- <br /> <br />I <br /> <br />,. <br /> <br />Communication was presented in oehalf of Roy C. Andrews asking for a <br />waiver.of the Set-Back Ordinance in order to reeonstruc~ his garage at 1591 Sylvan <br />Street. As Sixteenth Avenue at this location 1s a gully with no prospects of ever <br />being improved, the Board recommended that this-request be granted. Upon motion <br />made and seconded the recommendation of the Board of Appeals was unanimously app- <br />roved. <br /> <br />I <br /> <br />25 <br /> <br />. Communication was presented from the Office Machinery and Supply Company <br />and also from the Druggists of Eugene complaining of the electrical license fee <br />within the City as unjust and unfair.
